- Standard Specification AMC-233-1A "Overhaul of Diesel Engines" Wage Determination No. 2005-2259 Rev. 9 dated 05/26/2009 Standard Specification AMC-000-1F "General Requirements for Ship Repair Contract Work on NOAA Ships" THIS ACQUISITION WILL BE FUNDED WITH AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) FUNDS; AS SUCH THE AWARDEE WILL BE REQUIRED TO SUBMIT TO SPECIAL REPORTING IN ACCORDANCE WITH FAR CLAUSE 52.204-11. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quote (RFQ) number is EA133M-10-RQ-0157. The synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular 05-38. The RFQ is set aside for small businesses. The associated North American Industry Classification System (NAICS) code is 333618, which has a corresponding size standard of 1,000 employees. The National Oceanic and Atmospheric Administration (NOAA) requires the following items: CLIN DESCRIPTION QTY UNIT PRICE 0001 Main Engine Overhaul of EMD Engine 1 JOB $___________ aboard NOAA Ship DELAWARE II in accordance with the Statement of Work (SOW). 0002 Inspection Findings Report in accordance 1 EA NSP* with paragraph 3.1.9 of Standard Specification AMC-233-1A, Overhaul of Diesel Engines. * - Not Separately Priced START OF SPECIFICATION 1. Scope - This Detail Specification contains the requirements for providing labor, material, and equipment to perform a Major Overhaul on the main engine. 2. References (a) NOAA Standard Specification AMC-000-1F, "General Requirements for Ship Repair Contract Work on NOAA Ships" dated August 1995. (b) NOAA Standard Specification AMC-233-1A, "Overhaul of Diesel Engines" dated August 1995. 3. Government-Furnished Equipment 3.1 None 4. Requirements 4.1 All work is scheduled to be performed at NOAA's Northeast Marine Support Facility, 166 Water Street, Woods Hole, MA. All work shall be accomplished in accordance with reference (a). 4.2 All modifications and repairs shall be accomplished in accordance with American Bureau of Shipping (ABS) Rules, maintaining the current ABS Classing. The NOAA Ship DELAWARE II is currently classed AMS A1 ACC, ABS ID# 6801733. 4.3 Perform a Major Overhaul on the main engine in accordance with reference (b). 4.4 Replace the main engine lube oil cooler floating header seal. 5. Quality Assurance 5.1 In accordance with references (a) and (b). 6. Notes 6.1 Information on the main engine is as follows: Manufacturer: EMD Model Number: LL-12-567C Serial Number: 65-D1-1025 1025 horsepower, 900 RPM, 2 cycle, with dual blowers Governor Manufacturer: Woodward Type: PGA Serial Number: 1140028 6.2 The main engine does not have turbocharges or aftercoolers. END OF SPECIFICATION The Main Engine Overhaul shall start March 22, 2010 and be completed by April 2, 2010. A site inspection will be held on February 19, 2010 at the Northeast Marine Support Facility, 166 Water Street, Woods Hole, MA. Only individuals on the access list will be permitted onto the site to participate in the site inspection. Arrangements to attend the site and be placed on the access list shall be coordinated with the Port Engineer, Mr. Kenneth Marston, at 508-495-2347. The provision at 52.212-1, Instructions to Offerors--Commercial (JUN 2008) applies to this acquisition with the following addendum: Add the following sentence at (b)(4) of the provision: In accordance with 3.1.2 of Standard Specification AMC-233-1A, Overhaul of Diesel Engines, work performed shall be accomplished by an authorized repair facility of the engine manufacturer or under the direct on-site supervision of a factory-trained mechanic currently certified by the engine manufacturer. As such, vendors must submit evidence of being an authorized EMD repair facility or if work is to be supervised by a factory trained mechanic, provide evidence of such credentials. Failure to either submit this information or provide information sufficient to evidence this requirement may result in your quote being rejected and not further considered. The provision 52.212-2, Evaluation - Commercial Items (JAN 1999) applies to this acquisition with the following fill-in: Quotes will be evaluated based on price and the ability to meet the qualification requirements at paragraph 3.1.2 of Standard Specification AMC-233-1A, Overhaul of Diesel Engines. Paragraph (b) of this provision is deleted and annotated as reserved. In accordance with 52.212-1(b)(8), vendors shall include a completed copy of its representations and certifications at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items (AUG 2009), with its quote. [An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. Note: Paragraph (k)(2) of this provision is considered checked by the Contracting Officer. Thus, the contractor must certify as to whether it is applicable. Depending on how the contractor certifies as to applicability will determine insertion of either FAR clauses 52.222-41, Service Contract Act of 1965 (NOV 2007), 52.222-42 Statement of Equivalent Rates for Federal Hires (MAY 1989), 52.222-44 Fair Labor Standards Act and Service Contract Act - Price Adjustments (SEP 2009), or 52.222-53, Exemption From Application of the Service Contract Act to Contracts for Certain Services - Requirement (FEB 2009). In the event that the vendor does not certify that it is exempt from the Service Contract Act, Wage Determination number 05-2259, Revision 9, dated May 26, 2009 shall be applicable. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision.] Vendors shall refer to www.arnet.gov to obtain a copy of FAR provision 52.212-3.
