- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), National Institutes of Health (NIH), for the National Human Genome Research Institute (NHGRI) intend to award a single, fixed priced purchase order on a noncompetitive (sole source) basis to Bio-Rad Laboratories, 2000 Alfred Nobel Drive, Hercules, California 94547,Dawson Creek Drive, Hillsboro, Oregon 97124-5830 for preventive maintenance and repair services for equipment and systems manufactured by Bio-Rad Laboratories, Inc. The service contract is being conducted under FAR Part 13, http://www.acqnet.gov/Far, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-38, January11, 2010. The total estimated amount of this contract is NOT expected to exceed the simplified acquisition threshold of $100,000. Only one responsible source and no other supplier or service will satisfy requirements. The reference number for this announcement is NHLBI-PB-(HG)-2010-070-DLM. The acquisition is being conducted as noncompetitive, with no set aside restrictions. The North American Classification System (NAICS) code applicable to this requirement is 811219 and the associated Business Size Standard is $7.0M. The proposed period of performance for this requirement is twelve (12) months. The sole source determination is based upon the results of the market research conducted by the Government which determined that Bio-Rad Laboratories is the manufacturer of the Tetrad and DNA Engine Thermal Cyclers and is the only company that is licensed to offer the needed service contract. Preventive maintenance and repairs can only be performed by the manufacturer. Therefore, an award to any other source is not feasible or practical. The contract will be awarded using the simplified acquisition procedures of FAR Part 13 – Simplified Acquisition Procedures, therefore the requirement of FAR Part 6 – Competitive Requirements are not applicable (FAR Part 6.001). The services to be provided are preventive and maintenance repair services for: 1.Catalog Number PTC0225WSA, Item: WSA TETRAD1 w/4 Alphas, Quantity: 9. To include 1Year On-Site Service Warranty. 2.Catalog Number PTC0240WSA, Item: WSA TETRAD2 w/4 Alphas, Quantity: 2. To include 1 Year On-Site Service Warranty. 3.Catalog Number PTC0200WMA, Item: SCA DNA Engine w/ALPHA, Quantity: Twelve. To include 1 Year Mail-in Warranty. 4.Catalog Number ALD1244WM, Item: 1 Year Mail-in Warranty for Alpha Unit 48/48. FULL-SERVICE AGREEMENT offers unlimited on-site repair visits, including parts, labor and travel expenses. One (1) preventive maintenance visit shall be provided upon request from customer during the service agreement coverage period. The preventive maintenance visit shall be performed and combined with a repair visit. The MAIL-IN SERVICE AGREEMENT shall include unlimited mail-in service repairs during the coverage period, and loaner instruments shall be provided free of charge pending availability at the time of service. All maintenance service shall be furnished between the hours of 8:30 a.m. and 5:30 p.m., Monday through Friday, excluding locally observed holidays. Interested parties may identify their interest and capability to respond to the requirement or submit a response. The notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement. Quotations will be due five (5) calendar days from the publication date of this synopsis by February 8, 2010, 7:30 a.m. Eastern Standard Time.
