- The New Orleans District intends to award Mr. Bruce Sharkey (d/b/a En Vision), a Sole Source, Firm-Fixed Price purchase order for representative graphic imaging solutions to communicate complex issues, plans and solutions for the Mississippi River Gulf-Outlet Ecosystem Restoration Plan. The spatial images will include depictions of current and future project measures and restoration alternatives. Computer generated visualization images in two and three dimensional formats will be used to convey plans and solutions for potential features. One task will involve the graphic representation of a table depicting the effects of the MRGO and selected ecosystem issues and drivers in the MRGO study area. Outputs from this task should be depicted in a graphic representation feasible for submittal in a report document, as well as a storyboard format feasible for public meetings and working sessions. Another task will involve computer generated two and three dimensional representations of the effects of a proposed riverine diversion at or near Violet, Louisiana. The visual images should depict a change in topography, vegetative cover and fisheries impacts associated with the diversion, as well as a depiction of the area prior to construction of the proposed diversion channel. Deliverables for this task should be depicted in a graphic representation feasible for submittal in a report document, as well as a storyboard format feasible for public meetings and working sessions. A third task will involve graphic visual imaging of with and without project conditions for features within the Central Wetlands unit, as well as the Bayou la Loutre Ridge. Three areas will need to be targeted within the Central Wetlands unit, including the Bayou Bienvenue Triangle, the marsh area North of Paris Road and the marsh area to the South of Paris Road. Outputs for this task should be in the form of visual representations feasible for submittal in a draft report, as well as a storyboard feasible for public meetings and working sessions. The final task will involve graphic imaging depictions of the iterative process defining the success and growth of each project feature. Project measures such as cypress reforestation, marsh creation and ridge restoration will need to be graphically displayed as growth occurs over time, starting with construction of the project. The tasks described above and undetermined future tasks will not to be completed in accordance with the expedited schedule currently being pursued by the team.
