- RFQ - 66,240 Hygiene Kits This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 325611 - Soap and Other Detergent Manufacturing, and the small business size standard is 750 employees. USAID intends to award a firm fixed price Purchase Order as a result of this RFQ. Issuance of this solicitation does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. Authorized Geographic Code: The Authorized Geographic Code for this procurement is 000 - United States of America. Marking Requirements: M arking shall be in accordance with AIDAR 752.7009, Marking (JAN 1993), http://www.usaid.gov/policy/ads/300/aidar.pdf. Marking shall also comply with the USAID "Graphic Standards Manual" available at www.usaid.gov/branding. Technical Requirements/Specifications: The capacity of the United States' Government (USG) to quickly respond to international emergencies is dependent on having access to the requested commodities in a timely manner. To accomplish this, USAID/OFDA maintains stockpiles of commonly requested materials. As these commodities are drawn down to fulfill emergency requests, they need to be replenished in preparation for the next emergency situation. Recent requests (and subsequent shipment) of disaster hygiene kits has reduced the stockpile levels of this commodity. There is a need to increase the stockpile levels of this commodity and we're requiring the immediate procurement of 66,240 hygiene kits. Hygiene Kits: The contractor shall provide 66,240 Hygiene Kits per the specifications below. Again, the Authorized Geographic Code for this procurement is 000 - United States of America. To satisfy origin requirements, a commodity needs to be grown, mined, manufactured or produced, through major assembly, in the U.S. Per 22 CFR 228.11(c), these kits, packaged as single units, would be considered a produced commodity. 22 CFR 228.11(f) states that each kit may contain up to 50 percent Geographic Code 935 componentry. In other words, a kit with non-pharmaceutical items from free world countries (Code 935) may meet the origin requirement so long as the cost of all those non-U.S. items in the kit is less than 50% of the total cost of that kit (the cost of shipping the kit to the recipient country is not included in the total cost.) No components from foreign policy restricted countries are allowed.
