- Description
- The Virginia National Guard intends to issue a solicitation for a single award, firm fixed price contract for energy upgrades. Contractor shall provide all labor, supervision, transporation, materials, equipment and supplies necessary to provide energy upgrades including lighting and heating, ventilating and air conditioning (HVAC) and building envelope upgrades in various buildings at Fort Pickett, Blackstone, VA 23824. The construction magnitude is between $1,000,000.00 and $5,000,000.00. Construction completion time is expected to be approximately 335 calendar days from date of award. This requirement is being issued as a Total Service Disabled Veteran Owned small business set aside under NAICS 238220 with a small business size standard of $14.0M. The Federal Supply Code (FSC) is Z199. Bids received from other than Service Disabled Veteran Owned Small Businesses will not be considered. The tentative solicitation issue date is February 19, 2010. The tentative date for pre-bid conference is March 4, 2010 at Fort Pickett, Blackstone, VA. Interested contractors are encouraged to attend and shall follow conference registration and post entry requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by February 26, 2010 via email (preferred) to rebecca.fowler@us.army.mil or fax (434) 298-6202. The bid opening date in this announcement, March 25, 2010, is approximate. Actual dates and times for the pre-bid conference, submission of questions and bid opening will be identified in the solicitation. The government intends to award without discussions based on price. Interested bidders must be registered in the DoD Central Contractor Registration (CCR) database. Firms can register on CCR via the internet at http://www.ccr.gov. Interested bidders are required to submit their representations and certifications on-line at http://orca.bpn.gov. The solicitation will identify where specifications and drawings can be accessed. No telephone requests will be accepted. All inquiries must be in writing, preferrably by email, to the points of contact identified. Interested vendors are hereby alerted the government does not intend to issue paper solicitation documents or amendments. Notifications will be posted and it is the vendor's responsibility to check the website for updated information. The government is not responsible for any loss of internet connectivity or for a bidders inability to access the documents posted.
