Description
-Modification is to Key Capabilities Section bullet 3- Request for Information: The Joint Project Manager for Nuclear Biological Chemical Contamination Avoidance (JPM NBCCA) is conducting a market survey regarding new concepts and technologies to enhance standoff detection of chemical contamination on surfaces in support of the Next Generation Chemical Standoff Detection (NGCSD) program. The NGCSD program will provide early warning for both traditional chemical warfare agent and emergent threat attacks at fixed sites, forward operating bases and on Service designated vehicles and ships. The NGCSD system will detect chemical vapors, liquids, and solids, in the air and on the ground. The program will develop and integrate improved chemical standoff sensor technologies for future standoff systems to meet the warfighters requirements. Key Capabilities Desired: "Standoff detection of liquid and solid chemical surface threats. " A sensor that can detect surface contamination at distances of 50 meters or more from the threat. Strategies using remote-point detection to achieve 50 meters or more will be considered but are not preferred. "Detection of surface contamination concentrations ranging from 0.5 10 g/m2 with a mean mass diameter of 500 micrometers "On-the-move or rapidly transportable detection capability "Near Real-Time detection of the surface contamination after initial interrogation "Mapping of surface threats JPM NBCCA is requesting white paper submissions for standoff detection of chemical contamination on surfaces. The submitters white papers should describe their technologies in comparison to the above desired capabilities, including a top-level plan to address shortfalls. After review of industrys submissions, the Government may invite candidates to demonstrate their system during a field technology evaluation event at Dugway Proving Ground (DPG), UT. In exchange, the Government would require participants to provide data collected during the demonstration for use in evaluating the technology or system in a format to be defined in the invitation. This notice constitutes a request for information only. THIS IS NOT A SOLICITATION; NO CONTRACT AWARD WILL BE MADE FROM THIS ANNOUNCEMENT. There will be no opportunity for questions and answers associated with this RFI. WHITE PAPER PREPARATION AND SUBMISSION: All responsible sources domestic and foreign, including, but not limited to, government laboratories and centers, academia, and the commercial sector, are encouraged to respond to this RFI by submitting a white paper. The white paper should summarize the proposed technical concept including technological objectives, methodology, expected results, and estimated technology readiness for standoff detection of surface contamination. At a minimum, the white paper shall provide: 1.Brief Description of Capabilities. Describe the overall system, how it works, the capabilities and anticipated concept of operations for military use. Describe capabilities such as types of chemicals detected, concentration levels, range of detection, time to detect, and the types of surfaces on which it can detect. Discuss if technology will provide stationary and on-the-move detection. Describe the key components of the system to include size, weight and power expected. Discuss any shortfalls and anticipated logistical issues of the system. Include any pertinent test results and reports. 2.System Maturity. Identify the maturity of the system (e.g. breadboard, brassboard, prototype, and production). Estimate Technology Readiness Level (TRL), in accordance with definitions provided in the Defense Acquisition Guidebook Chapter 10.5.2. Provide information on the test environment in which the system was demonstrated to obtain the TRL estimation. Identify any platform on which the system has been integrated. Include previous component or system level test reports from test performed by an independent or US Government agencies. 3.Demonstration Plan. Describe a demonstration for the technology that could be conducted in a field test environment at DPG that would highlight the system capabilities. NOTE: This data is for potential planning purposes and the request does not imply that the events will be conducted as described in the whitepaper The white paper shall be limited to fifteen (15) pages (8.5' x 11') of English text, excluding test results and reports. It shall be single-spaced, 12 pitch with 1 inch left, right, top and bottom margins. All proprietary data that the respondent intends to be used only by the Government for evaluation purposes must be identified and appropriately marked. See Federal Acquisition Regulation (FAR) 3.104.4;52.215-1(e). The respondent must also identify all technical data contained in the white paper that is to be treated by the Government as subject to restrictive markings. In the absence of such identification, the Government will assume to have unlimited rights to all technical data in the white paper. The white paper shall be submitted in Portable Document Format (pdf) or Microsoft Word format and include an electronic copy on a Windows compatible CD-ROM. Respondents are responsible to ensure electronic copies on CD-ROM are virus free. Submissions are to be sent to the following address USA RDECOM Acquisition Center, Edgewood Contracting Division, ATTN: CCRD-ED, Erin Kreger, E4455 Leitzan Road, Aberdeen Proving Ground, MD 21010-5424 to be received not later than 5:00 pm on 3 March 2010. This notice is not to be construed as a commitment by the US Government and does not imply an intention or the opportunity to acquire funding to support current or future development efforts. Respondents will not be notified of the results of the information submitted.
