Description
Boiling Water Reactor Technology Training Course Development THE U. S. NUCLEAR REGUALTORY COMMISSION (NRC) is issuing this Request For Information (RFI) as a means of conducting market research or a market survey to determine the availability and potential technical capability of the business community to provide all management, supervision, administration, and labor for the development support for a Boiling Water Reactor (BWR) Technology Training course. The NRC is conducting a market survey and analysis to determine the range of available contractors that exists and assess their capabilities to assist the NRC with project work described below. The project will develop a Boiling Water Reactor Technology Training Course from design control documentation and combined operating licensee application(s) submitted to the NRC. Working from within the NRC Technical Training Center in Chattanooga, TN the contracted staff will use NRC reference material to produce a student reference manual and PowerPoint instructor presentations. The graphic artist work location may be remote from the NRC Technical Training Center. The training course will be written at the senior reactor operator (SRO) and system engineer level of knowledge. The content of the final product will support a training program with 60 hours of contact instruction. Some of the NRC reference material may only be available in either electronic or hardcopy formats. Project: • Estimated 6 month development project. • Develop a two week BWR Training Course. • Source material (references) available within NRC (some electronic) • All presentations in classroom environment. Estimate 60 hours of student contact. • Development to include student handout text and powerpoint presentations • Estimated volume of student handout text to be 5-7 2.5 inch binders. • Powerpoint presentations to include completed instructor notes with references • Development to include generation, or pdf conversion, of graphics capable of editing with Microsoft Office Software • Generated graphics capable of adaptation to 3D modeling software. Individual Qualifications: • BWR SRO Certified Instructors • Technical writing expertise using electronic tools as well as freeform. • Significant instructional experience Other Personnel Qualifications • Skilled graphic artist capable of pdf file conversions as well as original generation • Word processing skills capable of compiling technical writer products into a manual of several volumes. • Computer skills capable of scanning and compiling hard copy documentation to be used by technical writers. The acquisition will be for a six (6) month period. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 611430. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposal; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, business size, email address, Web site address and telephone number as well as size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Organizations responding to this market survey should keep in mind that only focused and pertinent information is requested. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Interested firms responding to this RFI are encouraged to structure capability statements in the order of the area of consideration noted above. Responding firms should provide one (1) copy of a tailored capability statement, email or hardcopy, to the above noted address within ten (10) days (February 12, 2010) from the date of publication of this notice. This market survey is being conducted through the FedBizOpps to reach the widest possible audience and to gather current market information.
