- SEALED BID FOR HVAC UPGRADES IN SUPPORT OF ENERGY CONSERVATION MEASURES AT THE BURLINGTON COURTHOUSE AND FEDERAL BUILDING, BURLINGTON, VERMONT RECOVERY SOLICITATION #: VT0024ZZ RECOVERY 2009 STIMULUS PROJECT THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. No solicitation or specifications are available at this time. The General Services Administration (GSA), New England Region, North Service Center Branch, is seeking a Small Business concern with current relevant qualifications, experience, personnel, and capability to perform the work described herein. Construction will be performed at the Burlington Courthouse and Federal Building located in Burlington, Vermont. The firm shall demonstrate construction capabilities in an occupied building. The scope of work will include: * Installation of carbon dioxide sensors and associated wiring and controls in 8 air handling units. *Integration of chiller controls with the EMS, changing the EMS control to the tower fans with condenser water supply temperature reset control based on outside air dew point temperature and installation of variable frequency drives on the cooling tower fans controlled by EMS. *Updating boiler plant controls to optimize performance of boilers to include supply water temperature reset and installation of fuel air ratio controller on boiler burners. *Installation of heating water pumps variable speed drive controls and elimination of use of differential pressure bypass valve during heating cycle. *Rainwater Recapture Landscaping System. *Miscellaneous HVAC System Enhancements: 1. Installation of EMS control of post office vestibule fan coil unit with setback temperatures. 2. Relocation of freeze stats to leaving side of dual temperature coil on air handling units that had steam coils taken out of service. 3. Replacement of six existing pneumatic control valves in basement with electric control valves and removal of compressors. 4. Addition of EMS schedule control of five exhaust fans. 5. Insulation of condensate return tank on the boiler feed. The anticipated award will be a firm fixed price sealed bid construction contract. All qualified Small Businesses, specifically, HubZone and SDVO’s, are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of the evaluation. One of the main purposes of this Sources Sought Notice is to assist the Contracting Officer in determining if a 100% Small Business Set-Aside is the acceptable strategy for the procurement. The Government anticipates a contract for award of these services in May 2010. The appropriate NAICS Code is 238220, Plumbing, Heating, and Air Conditioner Contractors with a size standard of $14.0 million dollars. The estimated value of the project is $100,000.00 to $250,000.00. It is requested that interested parties submit a brief capabilities package. The package shall address, at a minimum, the following: (1) Examples of projects worked on within the last five years of similar size, scope and complexity as the work indicated. State whether your firm worked as prime or subcontractor. Provide the contract value, a brief description of how the referenced contract relates to the work described herein and an agency point of contact. (2) Company profile, to include number of employees, annual receipts, office Location(s), and DUNS number. (3) Indicate if you are a Small Business and the Small Business category (s) you qualify as. The capabilities package requested under the Sources Sought Notice is not expected to be a proposal, but rather a short statement regarding the company’s ability to demonstrate existing expertise and experience in relation to this procurement. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the General Services Administration in tailoring its requirements to be consistent with industry standards.
