- FOR MORE INFORMATION CONTACT:Thomas Ganter, Engineer, (732)532-2361 This market survey is designed to locate potential sources that can provide spares procurement and depot level repairs required by the Government for Man-Portable Surveillance & Target Acquisition Radar (MSTAR). The current source for MSTAR spares and repairs is DRS Technologies, St. Louis, MO. The Government does not possess and does not plan to procure the technical data packages from the MSTAR Original Equipment Manufacturer (OEM). Contractual requirements for this potential contract would include, but is not limited to: compliance with the Governments requirements for item unique identification and marking requirements; perform and report the results of inspections, tests, and evaluations of parts; ensure the safety of parts provided and prepare the Safety Assessment Report; maintain and provide technical, engineering and logistics data used to support the MSTAR; be able to prepare and submit engineering change proposals, requests for deviation, requests for waiver, specification change notices, value engineering change proposals; maintain a detailed parts tracking system for repairs; provide expedited parts repairs within a 90-day turn-around time; assembly and disassembly action as required; provide inputs to product deficiency investigations and product improvement efforts; clarify technical documentation, including providing copies of specific technical data; identify parts with Diminishing Manufacturing Sources and Material Shortages (DMSMS)/End of Life (EOL) problems, investigating alternatives, recommending solutions, finding replacement parts; develop and implement modification work orders; maintain a cost reporting system and submit reports to the Government; comply with MIL-STD-129 for preservation, packaging, and marking parts for shipment, and technical support to develop a security engineering evaluation and certification. The source will be able to provide new spares, depot level repairs, and/or verify the proper operation of the following parts, the list of which should not be considered all-inclusive (part number [P/N] and abbreviated description are provided): P/N 599505-305, Main Electronics Assembly (MEA); P/N 599502-1, Aerial head Assembly (AHA); P/N 599330-303, Radar Control and Display (RCDU); P/N 599534-30, Cable; P/N 599112-301, Dismount Kit; P/N 599580-1, Radome Kit; and P/N TBD, Ruggedized Shipping Containers. The response should not exceed 20 pages and must provide rationale indicating that the potential source can provide each of the supplies and services specified above for the MSTAR.
