- This procurement action is being conducted under the authority of FAR 6.302-1, whereas there is only one responsible source and no other supplies or services will satisfy the agency's requirements. The Transportation Security Administration (TSA) intends to contract using other than full and open competition for the necessary accounting, budgetary, general ledger and sub-ledgers, systems/subsystems review, analysis, and remediation support necessary to ensure that TSA's Treasury fund accounts are materially accurate. Specifically, TSA requires the continued delivery of vital accounting and financial reporting, policy and procedure development, and accounting expertise support to assist the TSA in complying with external oversight. Currently, the Office of Acquisition is in the process of recompeting these requirements. As such, the proposed "bridge" labor hour contract will continue to provide accounting expertise support so there is no loss of audit progress due to a break in service. The necessary "bridge" contract is anticipated to provide service for a period of two months (March 1, 2010 - April 30, 2010) with a one month option period (May 1, 2010 - May 29, 2010). This sole source procurement action will allow the Office of Finance and Administration to receive the support it needs to continue to make financial progress on reconciling TSA's financial statements until the new contract is awarded. Accordingly, the TSA intends to award a contract to AOC Solutions, located at 14151 Newbrook Drive, Suite 200, Chantilly, VA 20151. This contract will address the requirements of TSA's Office of Finance and Administration financial reporting mediation work. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received fifteen days after date of publication of this synopsis will be considered by the Government. The Government will notify parties of the outcome of any proposal submitted in response. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
