Description
NOTICE OF INTENT – This is a notice of intent of the US Forest Service, Chugach National Forest, in Alaska to negotiate a follow-on modification with Agnew Beck Consulting, 441 West Fifth Ave, Anchorage, AK 99501. The original purchase order AG-0120-P-09-0009 was awarded on 12/19/2008 for $97,126.00. Services provided in the original scope of work included: The contractor provided project management, community engagement, and facilitation expertise for a project that brings together a broad range of stakeholders – citizens, landowners, scientists - in Prince William Sound to create a social and biophysical mapguide of the Sound, its communities, and critical resources (particularly those still recovering from the Exxon Valdez oil spill, EVOS). The final product will provide the public with a visual representation of the Sound and its recovery after 20 years, including the intersection of injured resources and services and the economic, cultural, and subsistence value of these resources and services to the communities. The mapguide will create a visual and narrative record of the resources, services, and stories that define the Sound, and communicate a vision for how they should be shared and protected in the face of increasing human use. It will serve as an educational tool for guiding human users in the Sound in such a manner that increasing use does not result in confounding the recovery of resources and services injured by the spill. The contractor will help organize and lead the map development process by, among other things, facilitating the collection and integration of information (e.g. broad themes and specific stories) about the Sound, while also assisting the communities in developing a vision for place that takes into consideration critical human uses, such as recreation/tourism. Services required in this modification include: (1) Collect and write-up information about visitor services, attractions, ways to visit, seasons, etc. for PWS region and communities; include static information and links to third party sites (e.g., State Ferry, USFS commercial recreation providers, museum, etc.). (2) Prepare written components of stories paper map, including front panel summary of overall themes and select site-specific stories, and back panel information on travel opportunities and stewardship themes by community, (3) Work with community and visitor industry representatives (Cordova, Valdez, Whittier + 3 native communities as appropriate) to refine visitor information on website and on map; make sure this information is correct, accurate, acceptable, (4) Work with Native communities (Eyak, Chenega, Tatitlek, Chugach Alaska Corporation) to be sure stories on website and on map are correct, accurate, acceptable to these communities. Develop a review schedule that builds on already planned corporation/tribal council meetings and events. They will also lead in the facilitation the inclusion of additional story content or links already housed with native communities or their associated institutions and (5) Work with graphic artists to develop a short animated summary of the network of relationships that supports the Sound’s rich ecosystems, from upwelling currents and zooplankton on through to orcas. Interested persons may identify their interest and capability to this requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within seven working days after the date of publication of this notice will be considered by the Government. It will be within the government’s discretion not to compete this proposed contract modification based upon the responses to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
