- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) and is a total set-aside for small businesses. The solicitation number is RFQP02131000001. TRASH REMOVAL SERVICES General Information- The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, Texas, intends to award a firm-fixed price indefinite-delivery, requirements type contract for the provision of trash removal services to be performed for the Federal Correctional Institution (FCI) /Federal Prison Camp (FPC) located in Schuylkill county, I81 and PA Route 901W, Minersville, Pennsylvania 17954. General information regarding the Bureau of Prisons (BOP) and its facilities, including FCI /FPC Schuylkill, is located at www.bop.gov. Specific Area Affected: The area of work is required at the following two locations: One compactor shall be located inside the secure perimeter of FCI, Schuylkill One compactor shall be located at the FPC, Schuylkill Description of Work: The contractor shall provide trash removal services as outlined and set forth in this Statement of Work, at FCI Schuylkill, Pennsylvania. The base period of performance shall begin on the date of award through a one-year period. Four additional one-year option periods may be exercised, unilaterally, in accordance with the terms of the resulting contract. Base Period: Effective date of award through 12 months. Option Year 1: 13 months through 24 months from effective date of award. Option Year 2: 25 months through 36 months from effective date of award. Option Year 3: 37 months through 48 months from effective date of award. Option Year 4: 49 months through 60 months from effective date of award. The anticipated effective date of award for the Base Period is approximately October 1, 2011. The contractor shall provide all equipment, labor, and expertise required for the removal of trash/refuse from the FCI /FPC Schuylkill, PA. The following equipment and related supplies must be provided: Two(2) roll on/off compactor, with a minimum size of thirty-five(35) cubic yards. The compactor shall be water tight and contain hydraulic ram internally. One compactor shall be located at the FPC while the other compactor will be located at the FCI. The contractor shall ensure that all trash/refuse is disposed of in accordance with all federal, state and local regulations. The expected trash-dumping destination for all refuse in this contract is the approved landfill for the contract. Disposal fees shall be billed to Government at cost without markup. The contractor shall provide copies of all receipts related to the disposal of the trash/refuse. The receipts must include the weight of the trash/refuse dumped. The receipts shall be addressed to the Contract Monitor (CM) at the FCI Schuylkill and shall be sent at a minimum of once per calendar month. The CM shall receive the receipt no later than the fifth working day of the following month. The contractor will provide on their letter head, the Penn Dot or other regulating states registration numbers of the approved vehicles to transport trash. In addition the contractor will provide on the landfills letter head the name of landfill and their approved states permit numbers to accept our trash. All licenses, permits, and fees related to the trash/refuse removal shall be the responsibility of the contractor. All equipment, supplies, dumpster containers and controls shall be supplied by the contractor. The contractor shall be responsible for all spills and related clean-up costs, when spill occurs as a result of equipment or container failure. Contractor shall ensure dumpster container location is clean prior to removing container form area. The trash/refuse removal services shall normally be scheduled as follows: One, thirty-five (35) cubic yard roll on/off compactor FCI Schuylkill: Removal service shall be approximately two (2) times per week: Tuesday and Friday. The pick-up time shall be no earlier than 6:00 am and the dumpster will be returned between 9:00 am and 9:30 am. One, thirty-five (35) cubic yard roll on/off compactor FPC Schuylkill: Removal service shall be approximately one (1) time every other week on Thursday. The pick-up time shall be 9:30 am and the dumpster will be returned no later than 11:00 am. An estimated 20 unscheduled removal service requests (10 for the FCI, 10 for the FPC) are anticipated, in which the contractor will be required to provide trash removal service within 24 hours of notification, by the Administrative Contracting Officer, who is the only authorized individual to modify the schedule or any other area of a resulting contract. If a scheduled service occurs on a Federal Holiday, the service shall take place on the next business day. Risk of loss: The contractor assumes the full risk of and responsibility for any loss. Destruction or damage occurring to the trash/refuse removal equipment, components or containers, except such loss or damage as may be attributable to the FCI Schuylkill by reason of the negligence of its employees while acting within the scope of their employment. Space rental and utilities: the contractor shall not be required to pay rental for the space occupied hereunder when in use on the premises of the FCI Schuylkill or FPC Schuylkill. The contractor shall not be required to pay the cost of any utilities which may be found necessary for the use or operation of any trash/refuse removal equipment furnished hereunder. The contractor shall procure and thereafter maintain, at its expense, workmen's compensation, employer's liability, and comprehensive automobile liability (bodily injury and property damage), which must be presented prior to award of any contract (also subcontractors' insurance, when applicable). A certification from the insurance carrier that the insurance will not be canceled, unless the FCI Schuylkill is given 30 days prior notice thereof, shall also be provided. AT NO TIME SHALL FCI /FPC SCHUYLKILL BE WITHOUT TRASH/REFUSE CONTAINERS, OTHER THAN THE TIME FRAME BETWEEN REMOVAL /RETURN OF THE CONTAINERS, WHICH MUST NOT EXCEED 3.5 HOURS, AS SPECIFIED IN THIS STATEMENT OF WORK. Hours of Work: Trash Removal Service may take place between the hours of 6:00 AM until 4:00 PM, Monday thru Friday, excluding Federal Holidays. Due to the nature of the facility, delays should be considered at times of adverse weather, limited visibility due to periods of fog or institutional security procedures. Storage and Utilities: The Federal Bureau of Prisons will provide storage of the materials and hand tools determined non hazardous by the Chief Correctional Supervisor ( Institutional Captain). Any utilities required to operate the compactors will be provided by the Bureau of Prisons. Tools: The contractor will be required to provide all tools and equipment needed to complete any repairs. Non hazardous tools can be stored within a locked job box in the central tool room overnight if necessary. Final Acceptance: All persons, personal belonging, tools and materials will be subject to search and inspection by institutional staff upon arrival on Bureau of Prisons property. Institutional Staff will insure that all materials are compatible and will serve the purpose for which they were purchased. Also the contractor will insure all materials are provided free of shipping or consequential damages before acceptance by the Bureau of Prisons. Acceptance will be FOB Destination, at FCI /FPC Schuylkill. Verification: Any changes to the scope of work, that may occur, shall be made in writing by the assigned Contracting Specialist, and will not be acted upon without written approval from the government authority having jurisdiction over the project. Equipment Specifications: Description and installation of compaction equipment: the contractor shall provide and install compaction equipment at its expense, at such locations designated by the FCI Schuylkill. The self contained dumpster will have a stationary power pack. The unit may have either a power pack quick disconnect hydraulic hose connection or electric male female plug system. The dumpster size reference is 37 cubic yards. The container itself on a 37 cubic yard dumpster is 35 cubic yards and the loading bin is 2 cubic yards for a total of 37 cubic yards. The available electrical service is 480 volts, 3 phase with a 30 amp breaker. The loading docks for both dumpsters are approximately 48 inches from ground to top of loading dock. The dumping platform for both dumpsters are 60 inches wide. The dumpster hopper located within the secure confines of the institution is loaded from the rear. The dumpster located at the camp has the dumping platform entry from the side of the hopper. The contractor will supply all labor and material to modify the decks to adapt for use by the new dumpster and "mate" with the loading docks. All measurements to be verified by the contractor. The contractor will supply all electrical controls the compactor requires to be operational including a micro switch that will be mounted on the gate. This micro switch will not allow the dumpster to be operated unless the gate is closed. The contractor will furnish a start/stop switch that must be depressed to operate the dumpster, upon release of the depressed switch the compactor ram will stop. This is sometimes called a "dead man" switch. The ram will be capable of stopping in the forward position. The government shall furnish a lockable disconnect and provide labor to install all electric only to the disconnect switch. The government shall provide all wiring and conduit from the panel box to the lockable disconnect and from the disconnect to the stop start button. The contractor will supply all other control wiring and supplies to render the equipment useful. Note: at the request of the contractor the government will supply labor to wire the dumpster to the disconnect switch, however the contractor will inspect all connections and verify wiring is correct, any damage due to the wiring will be the responsibility of the contractor. The contractor will supply and install guide rails and stops for the dumpster. The contractor will be required to weld devices to the dumpster doors to enable the Government to place padlocks on dumpsters, for security purposes. Government padlocks will be removed each time the dumpsters are removed for emptying. Dumpster will have lockable doors on the loading trash end, so that they can be secured by Bureau of Prisons' staff when not in use. All electrically operated equipment furnished hereunder shall be equipped so as to provide thermal overload protection. In addition, all machines furnished hereunder shall be equipped with all necessary safety devices which shall be maintained in operating condition at all times and shall be listed by Underwriter's Laboratories. All equipment must be identified with a control number. Also, equipment must be constructed or installed so as to prevent seepage and accumulation of debris underneath. Contract Completion- Upon completion of this contract, all Contractor furnished equipment must be removed from the institution before the final invoice can be paid. Contract Pricing - Contract pricing shall include all charges to the Government for performing the services required by this solicitation/contract (e.g., landfill fees, permits, bonding, overhead, profit, supervision, minimum wages, etc.). The Government reserves the right to award without discussion. Quoters are hereby notified that the Government intends to evaluate quotes and extend an offer of contract award to the offeror whose quote contains the best terms from a price and technical standpoint in accordance with FAR 52.212-1(g). Pricing Methodology - The quantity of services to be provided by the contractor is estimated below and are not a representation to a quoter or contractor that the estimated quantities will be required or ordered or that conditions affecting requirements will be stable or normal. Pursuant to FAR 17.203(b), the Governments evaluation shall be inclusive of options. Pursuant to FAR 17.203(d), the quoter may offer varying prices for options, depending on the quantities actually ordered and the dates when ordered. Contract pricing shall be based upon a "price per month" basis for rental of equipment as previously described; a "price per pull" basis for removal services; and a "price per ton" basis for landfill charges. "Pull" is defined in this document as the service of removing dumpsters /compactors, as illustrated by this document in "Description of Work". Wage rates and fringe benefits that would be paid the contracting activity to the various classes of service employees expected to be utilized under this contract if 5 U.S.C. 5341 or 5332 were applicable are $13.62 and $19.88 per hour and does not include fringe benefits for a WG-2, Step 2, Refuse Collector. This statement is provided for information purposes only and is not a wage determination. OTHER CONTRACT TERMS AND CONDITIONS: Type of Contract: A resultant contract will be an indefinite delivery/requirements type contract with firm-fixed pricing. It is anticipated that the contract award resulting from this solicitation will be made by April 1, 2010, with an effective date of 10/01/2010. Performance Period: The periods of performance of the resulting contract shall be Base Year - Effective Date of Award (EDOA) thru 12 months; Option Year 1 - 13 months from EDOA thru 24 months; Option Year 2 - 25 months from EDOA thru 36 months; Option Year 3 - 37 months from EDOA thru 48 months; Option Year 4 - 49 months from EDOA thru 60 months. The contractor shall commence performance of services under this contract, by submitting required documentation to initiate security clearance, within 5 calendar days from effective date of award of the contract. In accordance with FAR 46.503 and 46.403(a)(6), the place of acceptance for services under this contract is at the destination, FCI /FPC Schuylkill located in Minersville, Pennsylvania. Security and Investigative Requirements: The employees of the contractor (a minimum of three names must be submitted) entering the institution may be required to meet certain security requirements prior to entering the institution. Primary concerns are the amount of contact that may occur between the contractor and his/her employees with the inmate population during the performance of the contract. Contractor employees are allowed access to the institution at the sole discretion of the Warden of the institution. The program manager at FCI /FPC Schuylkill is responsible for conducting the appropriate law enforcement check on all contractor staff that may need access inside the prison facility. The following investigative procedures may be performed: 1). National Crime Information Center (NCIC) check; 2). DOJ-99 (Name Check); 3). FD-258 (fingerprint check); 4). Law Enforcement Agency checks; 5). Vouchering of Employers; 6). Resume/Personal Qualifications; 7). OPM-329-A (Authority for Release of Information); 8). National Agency Check and Inquiries (NACI) check (if applicable); and 9). Urinalysis Test (for the detection of marijuana and other drug usage) By submitting a quote for service, the contractor and its employees agree to complete the required documents and undergo the listed procedure. An individual who does not pass the security clearance will be unable to enter the BOP facility. Any individual employed by the contractor who is deemed not suitable by the BOP requirements will not be granted access to perform services under the contract. Finally, the contractor shall be in compliance with 8 CFR 274a regarding employment of aliens. Award of a nonpersonal service contract does not constitute an employer/employee relationship. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. Quoted rates shall be submitted for the following contract line items (CLIN): CLIN 001: Rental of two (2) roll on /off compactors, as illustrated above (one each for the FCI /FPC) CLIN 002: Pull fees for both compactors CLIN 003: Unplanned requested pulls (for FCI and FPC combined) CLIN 004: Landfill charges (disposal fee) for both compactors, at cost to the contractor (estimated at 10 tons per compactor X 150 service visits = 1,500 estimated tons) Pricing must be provided for each contract year (i.e., Base Year, Option 1, Option 2, Option 3, and Option 4). Financial references such as banking institutions generally require your authorization for release of information. If your reference will require a release, please provide an authorizing statement with your quote submittal.
