Description
This is a pre-solicitation notice to notify contractors that the Government is contemplating advertising a solicitation in the near future for a renovation project at Travis AFB, California. This is not a request for proposal, and there is no solicitation package available at this time. The project shall include but shall not be limited to the following: remodeling and renovation of the Defense Courier Station (DCS). The walls will be repaired and finished as necessary. The ceilings and floors will be replaced - one portion with rubberized flooring and the other portion with typical office flooring. The bathrooms will also be remodeled. There is asbestos and lead-based paint that requires mitigation. This description of work is for general information only. It is not our intention to describe every feature of items of work or to define the scope of work. The solicitation will be a Request for Proposal (RFP), Price Performance Tradeoff (PPTO) solicitation. The proposed project is 8(a)-CERTIFIED COMPETITIVE. However, if two or more QUALIFIED HUBZONE-CERTIFIED or SERVICE-DISABLED VETERAN-CERTIFIED COMPANIES provide sufficient information to the Contract Specialist by February 11, 2010, then the Government reserves the right to solicit a set-aside for HUBZONE or SERVICE-DISABLED VETERAN. In order for a HUBZone or Service Disabled Veteran to demonstrate it is qualified, it must submit in writing the NAICS codes for which it is certified, a description of its experience, and its bonding information. Bonding information includes a company's bonding capacity for a single project, its aggregate bonding capacity, and an indication of how much of the bonding has already been obligated. Award will be the Best Value to the Government in accordance with FAR 15. The Government reserves the right to award a contract to other than the low offeror. There will be no public opening. The NAICS Code for this project is 238990. This is not a solicitation. The magnitude of this project is between $250,000 and $500,000. The performance period will be 120 days after the Notice to Proceed is issued. The responsible offeror must be CCR registered to receive an award. The closing date and time for submission of offerors will be on or about March 18, 2010, the actual date will be in the solicitation package. The solicitation package will be available for download from the FedBizOpps at FedBizOpps.Gov on or about February 16, 2010. The government will not provide paper copies of the solicitation or unofficial plan holder list. The Interested Vendors List will be available on FedBizOpps after solicitation posting based upon the submission of email notifications of firms indicating their interest in the project. Telephone, written, facsimile, or email request for the solicitation package or unofficial plan holder list will not be honored. Potential offerors are responsible for monitoring the FedBizOpps site for the release of the solicitation package, for any other pertinent information, and for downloading their own copy of the solicitation package. NOTE: The response date cited above is an estimate, not an actual. This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs. The primary Point of Contact is Ms. Felicia A.
