- This is a combined synopsis and solicitation for commercial items, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, F2E3CE9252A001, is being issued as a Request for Quotation (RFQ). The contractor shall provide all materials, labor, equipment, tools and supervision necessary to clean/pumpout above ground Oil Water Separators, Sand Interceptors and Grease Interceptors located at Holloman AFB, NM. See the attached list of Oil-Water Separator tanks, Grease Interceptors and Sand Interceptors and their capacities and provide quotes per unit and as well as totals. Performance will be in accordance with the attached Statement of Work. This procurement will be for five years. One base year and four option years. This procurement is being issued as 100% Small Business Set-Aside. The associated North American Industry Classification System (NAICS) for this procurement is 562998 and the Size Standard is $6.50 million. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforms to the solicitation, and provides the best value to the Government. The evaluation process will be based on the lowest price offered. The award will be based on the aggregate total. The contractor must be CCR registered, the website is: http://www.ccr.gov. A site visit has been scheduled for 1:00 PM MST, 8 FEB 2010 at Holloman AFB, NM. All parties interested in attending the site visit should contact A1C Kanon Morris at 575-572-7155 no later than 10PM Friday, 5 February. I will be escorting interested parties around base as the customer identifies the Oil-Water Separator tanks, Grease Traps and Sandtraps specified on the list. Quotes are due no later than 11:00 AM MST, 16 FEB 2010, and should reference the solicitation number F2E3CE9252A001. Quotes must be good for at least 60 days. CLIN 0001: Contractor to provide all equipment, personnel and supervision to provide clean out/pump out services for grease traps listed in statement of work (SOW). Work to be done on an on-call basis in accordance with SOW. Period of Performance: 22 February 2010 to 30 September 2010. CLIN 0002: Contractor to provide all equipment, personnel and supervision to provide clean out/pump out services for oil water separators listed in statement of work (SOW). Work to be done on an on-call basis in accordance with SOW. Period of Performance: 1 March 2010 to 30 September 2010. CLIN 0003: Contractor to provide all equipment, personnel and supervision to provide clean out/pump out services for sand traps listed in statement of work (SOW).
