Description
This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for Request for Proposal N40192-10-R-1303, FY10 H-952 Replacement, 30 Units at North Tipalao, Phase III, U.S. Naval Base, Guam. This is a design-bid-build project. The project will be issued as a Small Business set-aside procurement utilizing source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. All technical evaluation factors are considered of equal weight, and when combined, are approximately equal to price. The contract resulting from this solicitation will be awarded to the responsible Offeror whose offer, conforming to the solicitation, is determined to be the most advantageous to the Government considering price and technical evaluation factors. The scope is for construction services to provide construction of 15 one story duplex reinforced concrete and/or pre-cast reinforced concrete typhoon shelter/housing structures for Guam's hot humid climate. This is a total of thirty (30) three-bedroom family housing units. The 15 new duplex buildings will replace an equivalent number of old housing units that were demolished in Phases I and II. The new housing units are to be designed vent-less and using hot humid design principles that apply to the Guam environment. It is the intent for the selected Contractor to provide the construction of a complete and usable facility for the Government, including the following elements: site structures, windows, exterior doors, storm shutters, roof membranes, reinforced concrete foundations, concrete floors, concrete walls, and concrete 4:12 minimum sloped roofs designed for 170 mph wind speed, exposure D, to withstand Guam's frequent typhoons. The structures will also be constructed for Zone 4 seismic conditions. As a safety issue, the Guam Navy families will take shelter in these housing units during typhoons. The Government will provide complete design plans. The housing units are designed to resist mold, termite and corrosion. A radon system will be provided for each unit. Landscaping, site utilities, tot lot, and ground mounted solar hot water panel system are also a part of this project. The project has EPA certified Energy Star Rated and LEED for Homes Silver Certified requirements.A pre-proposal conference is scheduled for 22 February 2010 at 0800 at NAVFAC Marianas Bldg. 102 U.S. Naval Base, Santa Rita, Guam. A site visit will commence immediately after the conference. Offerors requiring base access to attend the conference and site visit must submit a Base Access Request form by email to matthew.blaz@fe.navy.mil NO LATER THAN 15 February 2010.Offerors can view or download the solicitation at https://www.neco.navy.mil when it becomes available on or about 12 February 2010. Offerors must be registered in Navy Electronic Commerce Online under this solicitation to receive copies of the drawings. The due date for receipt of proposals is approximately 35 calendar days from the date of issuance of the solicitation. All interested offerors shall register at the NECO website.
