Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Radiation Epidemiology Branch (REB) plans to procure on a sole source basis the services of CELand, 1909 Treetop Lane, Apt 13, Silver Spring, MD 20904-6621 for a high level, senior statistician with expertise in the epidemiology of radiation-related cancer risk, to support studies currently underway in the REB. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for the base year of twelve (12) months from date of award with one (1) twelve (12) month option. The Radiation Epidemiology Branch (REB) in the Division of Cancer Epidemiology and Genetics (DCEG) of the National Cancer Institute (NCI) conducts studies in the United States and abroad to quantify and clarify the role of ionizing radiation dose as a human cancer risk factor. Research projects are designed to broaden the database that supports the present highly quantified epidemiologic model of radiation carcinogenesis and its dependence on radiation dose, age at exposure, attained age and other factors, and its modification by genetic susceptibility and exposures to other agents like tobacco smoke. The REB is also concerned with implications of epidemiologic findings for public policy related to radiation protection in medical, environmental, and occupational settings. The contractor shall provide services that include leadership recommendations and extensive guidance and information on improvements and adaptations of the logic of the Interactive Radioepidemiological Program (IREP) developed by the REB in response to a Congressional mandate to update the 1985 NIH Radioepidemiological Tables used for adjudicating claims against the government for cancers possibly related to occupational exposures to radiation, and updating of former studies of radiation-related cancer. The Contractor shall support REB Program Activities with work on several studies, including but not limited to 1) study of fallout-related radiation dose and thyroid nodule prevalence in Kazakhstan; 2) apply IREP logic to new population and exposure scenarios; and 3) study of radiation doses to populations in New Mexico affected by fallout from the Trinity atomic bomb test of 1945. The contractor shall provide technical reports related to specific aspects of the studies and shall also provide quarterly reports that include summary description of the work done during the previous quarter. CELand, LLC provides statistical and epidemiologic support for epidemiologic studies of radiation-related cancer risk in exposed populations, and is the employer of Charles E. Land, Ph.D. Dr. Land possesses over 34 years of experience as a Health Statistician and Senior Investigator in radiation epidemiology. The REB requires Dr. Land’s expertise to identify potential study populations exposed to elevated levels of ionizing radiation, to quantify organ site-specific radiation dose at the individual or group level, and to evaluate radiation-related cancer risk as a function of dose and other factors, such as age, gender, or exposure to other agents, that may modify or interact with radiation dose response. Given his extensive background, training, expertise, and in-depth experience with radioepidemiology, Dr. Land is uniquely qualified to meet the requirement of improving our understanding of the relationship between radiation dose and cancer risk, or a risk projection analysis to elucidate the likely exposure effect on the population, given our current knowledge of that relationship. The contractor shall possess a Ph.D. in epidemiology/statistics or extensive related experience in conducting and analyzing data from complex case-control, cohort, and cross-sectional studies involving exposure assessment and risk analyses in populations exposed to ionizing radiation. The radiation epidemiology statistician must have demonstrated strong skills in analyzing and interpreting epidemiologic data from case-control and cohort studies, and assessing their implications for radiation protection. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on February 16, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
