Attachment E Deadly Medicine Statement of Work Crate List Deadly Medicine Exhibit Layout KC Floor Plan Layout KC First Floor Layout This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation Number is NAMA-10-Q-0021 and is issued as a Request for Quotation (RFQ). The NAICS code for this requirement is 712110. The requirement is a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 712110 and the Small Business Size Standard is $7.0 Million. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition circular 2005-38 effective date December 10, 2009. This will be a firm fixed price contract with incorporated Department of Labor wage determinations. The order will be placed following receipt and evaluation of quotations. DESCRIPTION: (1) Background and Scope. The National Archives and Records Administration (NARA) require the services of a Contractor for Exhibit Installation and De-installation Services, required for the traveling exhibit, Deadly Medicine: Creating the Master Race. The work consists of furnishing equipment, personnel, supplies, materials and supervision, to perform the exhibit installation services at the National Archives Kansas Regional office located at 400 Pershing Avenue, Kansas City, MO 64108. The traveling exhibit will be setup and installed at this facility. This exhibit will require handling and displaying priceless, irreplaceable documentary materials including historically valuable textual documents; photographs, film and valuable objects from the holdings of the U.S. Holocaust Memorial Museum and the National Archives. Expert care of all historical objects is a primary concern of the Government. As a result, the supervision and materials must meet the highest standards, quality and craftsmanship. The Contractor will also be required to observe special handling requirements for all original materials displayed in the exhibits. CLIN 0001: The contractor will provide personnel, supplies, materials and any equipment necessary to unpack exhibit crates and materials at the site, install exhibit structures, objects, and related materials, and provide daily clean-up. CLIN 0002: The contractor will provide personnel, supplies, materials and any equipment necessary to de-install the exhibit, pack materials, provide final cleanup, and move the exhibit structures from the galleries to the loading dock. The anticipated award date of the resulting contract is February 24, 2010. The exhibit installation will begin on March 1 through March 5, 2010; De-installation of the exhibit will occur on June 14-18, 2010. The Government intends to make a selection decision based on its review of initial quotations without discussions for this procurement. Evaluation and award will be in accordance with the procedures of FAR Subpart 13.106 Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation as prescribed by FAR 12.301(c)(2). Accordingly, the technical evaluation factors are Technical Understanding and Approach, Personnel and Relevant Past Performance. Award will be made to the contractor whose conforming quotation represents the best value to the Government. In order to evaluate the relevant past performance, the contractor must provide contact information for three references. All qualified responsible business sources may submit a quotation, which will be considered by NARA. CLAUSES AND PROVISIONS: Offerors must provide the information required by FAR 52.212-1, Instructions to Offerors – Commercial Items (Jun 2008). FAR 52.212-2, Evaluation—Commercial Items (Jan. 1999) is applicable, with the following addendum: The Government intends to make a selection decision based on its review of initial quotations without discussions for this procurement. Evaluation and award will be in accordance with the procedures of FAR Subpart 13.106 Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation as prescribed by FAR 12.301(c)(2). Offeror Representations and Certifications—Commercial Items (Aug 2009)-an offeror shall complete only paragraph (k) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (j) of this provision. FAR 52.212-4, Contract terms and conditions—Commercial Items (Mar 2009) is applicable.
