Description
SEE PRESOLICITATION NOTICE HSCG85-10-Q-P45M80. The United States Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns, Service-Disabled Veteran-Owned Small Business Concerns (SDVOSB) or for small businesses. The small business size standard is less than 1,000 employees. The NAICS Code is 336611. The companies must have the capability to drydock in accordance with the original sources sought. In accordance with FAR 19.1305, if your firm is HUBZone certified or FAR 19.1404, if your firm is SDVOSB or a small business concern and intends to submit an offer on this acquisition, please respond by e-mail to sandra.a.martinez@uscg.mil or by fax (757) 628-4676.Questions may be referred to Sandra Martinez at (757) 628-4591. In response, please include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and phone numbers. At least two (2) references are requested, but more are desirable. Contractors are reminded that should this acquisition become a HUBZone set aside or SDVOSB Small Business, FAR 52.219-3, Notice of Total HUBZone Set-Aside or 52.219-27 or Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside will apply, which requires that at least fifty (50) percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other HUBZone small business concerns. Your response is required by close of business on January 27, 2010. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone, Service-Disabled Veteran-owned Small Business set aside small business set aside. Failure to submit all information requested may result in no set-aside. The yard must be able to lift the vessel using the following dimensions: The Principle Characteristics - 240' WLBB "Mackinaw" Icebreaker Length Overall - 240' 0" Depth (Main Deck at side to Baseline) - 24' 0" Maximum Beam - 58'0" Height of Highest Projection (above DWL) 95' 6" Frame Shaping - FR 19-25 = 19" FR 33-39 = 21" All Else = 20" Full Load Draft - 16'0" Full Load Displacement - 3625 KT Freshwater Shore Tie Voltage Requirements - 1200 Amp total 3EA 400A 450A 450VAC 3PH Ungrounded Forward/AFT stations Propellers/Shaft Number of Propellers - 2 Number of Blades per Propeller - 4 Diameter of Propeller 10.25' Pitch - 96.98" Revolution per Minute (Rpm) - 226 rated 270 max Shafting/Propulsion System - Azipod Dry dock Requirements for Azipod Work - ITEM Metric American Keel block height - 6FT Available dock bottom aft of Aft Perpendicular 17,5 m 58 ft Available dock bottom forward of Aft Perpendicular 8 m 26 ft Azipod® and Cradle footprint 21 t/m2 2.15 t/ft2 Note: All weights measured in tons within this document are "metric tons" which is 1000kg, or approximately 2,200 lbs. The performance period will be for approximately eight four (84) calendar days with an anticipated start date on or about 1 June 2010. This availability will be a normal routine dry docking with many items being performed by the yard. The solicitation and specifications are anticipated to be issued January 2010. All Azipod work performed during this dry docking will be performed by ABB. ABB will require technical personnel and relevant machinery and equipment to support maintenance of the Azipod. All work will be identified in the specification when issued. This is a preliminary notice seeking companies capable of lifting the USCGC MACKINAW. As soon as firms are identified that can dry dock the vessel a pre-bid conference will be held to discuss all items required.
