- This specification may or will be amended after the pre-proposal/quote conference The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for DRYDOCK Repairs to the USCGC MACKINAW (WLBB 30). The acquisition will be solicited as Full and Open Competition. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation FAR Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. A public pre-proposal/quote conference will be held for the purpose of clarifying any questions or comments pertaining to the specifications. In addition, ABB staff will be at the conference to clarify and describe the actual work and services that are required by the yard for AZIPOD work. The conference will be held at the CHEBOYGAN PUBLIC LIBRARY, located in Cheboygan, MI at 10 a.m. (EST), on, February 11, 2010. A Ship Check shall be conducted at 1pm, once the ship check has concluded everyone shall return to the Cheboygan Library for final questions. Attendance by prospective offerors at the pre-proposal/quote conference, is highly encourage. THIS MAY BE THE ONLY TIME PRIOR TO THE DRYDOCK THE VESSEL MAY BE AVAILABLE FOR A SITE VISIT (DUE THEIR ICE BREAKING AND BUOY SCHEDULE). Minutes and response to questions asked at the pre-proposal/quote conference will be issued as an Addendum. The simplified acquisition will be issued as a Best Value, Request for Quote (RFQ), on or about February 22, 2009. The solicitation will be issued electronically on the FEDBIZOPPS web page at http://www.fedbizopps.gov. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. The acquisition is for DRYDOCK repairs aboard the USCGC MACKINAW (WLBB 30). All work shall be performed at the contractor's facility. The GEOGRAPHIC RESTRICTION shall be confined to a distance no further than 8 days from the cutter's homepier of Cheboygan, MI via the St. Lawrence Seaway. This distance shall be no further than Boston, MA. Work performed may consist of the following: Perform Ultrasonic Thickness Measurements Hull Plating, Preserve Underwater Body 100%, Preserve Freeboard Hull Plating 100%, Preserve Weather Decks, Leak Test Appendages (U/W), Preserve Chain Lockers- 100%, Clean and inspect fuel service tanks, Preserve hawspipes, Perserve Main Mast, Clean and Inspect MP Azipod Air Coolers, Clean and Inspect Propellers, Clean, Inspect, and Test Box Coolers, Clean and Inspect Aux Diesel Generator Exhaust Uptakes, Renew Depth Indicating Transducers, Overhaul Duplex Sea Strainers, Overhaul and Renew Sea Valves, Overhaul and test Fuel valves, Clean, Inspect, and Test Compressed Air receivers, Inspect and Hydrostatic Test Fixed CO2 FF Bottles, Service and Inspect Galley Fire Suppression System, Inspect Thruster Unit, Overhaul Thruster Motor, Inspect various deck fittings, Preserve Grey water Collection and holding Tanks, Renew Joiner Bulkhead Panels, Inspect and Maintain Cathodic Protection System, Renew CAPAC Reference Cell Cofferdam in Ballast Tank, Renew Capastic fairing, Renew Cathodic Protection/Zincs/Anode, Hydraulically Operated cargo hatch inspection, Preserve Ventilation Plenum Spaces, Perform Anchor, Anchor Chain, Ground Tackle maintenance, Remove, Rebuild, and Reinstall Crane Luffing Cylinders, Renew Galley Deck, Renew Deck Covering System in Scullery, Reseal Deck Covering System in Head and Shower, Preserve Buoy Working Areas, Reconfigure Clean Room to Boatswain Mate Office, Pad Eye, Fabricate and Installation, Provided Support for Overhaul Azipod Propulsion System, Provide Temporary Logistics in Support of Azipod System Overhaul, Routine Drydocking, and Provide temporary logisitics. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures.
