Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072-A, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Office of Science and Technology Policy (OSTP) plans to procure on a sole source basis with BioDiscovery Inc.; 2221 Rosecrans Ave., Suite 227; El Segundo, California 90245 for floating and node-lock licenses to Nexus Copy and Nexus Expressions software applications. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 518210 and the business size standard is $25M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price contract. The period of performance shall be twelve (12) months from date of award. Nexus Copy Number creates a new user interface and computation approaches that are drastically different than any other solution. This software includes the capability to analyze large-scale array experiments involving thousands of samples from microarray platforms, including high-density multi-million probe SNP as well as two-color CGH arrays. This package has a user-friendly interface, allowing the researcher to quickly identify potential regions of significant copy number changes in various biological categories and extract a gene list for the smallest region of overlap in the sample set. Nexus Expression is a new addition to the BioDiscovery Nexus line of products for microarray data analysis. Nexus Expression is a solution that is computationally powerful but simple for use by scientists in answering common research questions. Features associated with this new software are consistent with the Nexus Copy Number product. Nexus Copy Number is an independent solution for analysis, visualization and integration of aCGH data with support for most commercial oligo and BAC arrays. This acquisition of support will keep the product base current and provide needed access to technical resources when problems arise. Nexus Expression provides an intuitive and streamlined approach to convert raw signal values into meaningful information by integrating sample phenotypes (e.g., disease stage, survival, age, sex, etc.) with gene annotations (e.g., GO terms). Users can easily navigate large datasets and generate results. BioDiscovery, Inc. is the sole manufacturer and distributor of Nexus Copy Number and Nexus Expression Software packages in the United States. The software is not authorized to be sold by any reseller in North America. BioDiscovery, Inc is the only source for acquisition and telephone support. For these reasons, the NCI is not aware of any other vendor who can provide the data and support required towards their mission. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on February 16, 2010. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
