Description
The National Institute on Drug Abuse (NIDA), Office of Acquisitions Station Support Simplified Acquisitions Branch on behalf of the National Institute on Mental Health (NIMH) intends to negotiate, on a noncompetitive basis, with University College of London, Research & Development Office, 30 Guilford Street, London, WC1N 1EH, for support services to the NIMH's project titled "Developmental Amnesia and Verbal and orificial dyspraxia in children." This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of FAR 13.106-1(b)(1) and FAR 13.501 (a)(1) to use Simplified Acquisition Procedure for commercial items. The North American Industry Classification System Code is 541690 and the business size standard is $7.0 million. This is a firm fixed price acquisition. The period of performance is twelve months from award date plus three (3) one-year optional years. Place of performance is at the UCL in London. The purpose of the proposed research is to study the differential roles of declarative and procedural memory in the acquisition of speech and language in patients with very early damage either to the hippocampal system in the medial temporal lobe or to the neostriatal system in the frontal lobe. Through comparison of these two patient groups, the NIMH researchers aim to dissociate the contributions made by the two implicated brain systems to auditory memory generally, and, more specifically, to cognitive-based vs. habit-based memory for speech and language. Both of the neurodevelopmental disorders described above lead to disabling consequences: Early bilateral hippocampal pathology severely interferes with episodic memory, thereby causing debilitating long-term effects on education and employment and precluding independence during adult life, while the genetically based, bilateral neostriatal/frontal abnormality seriously affects the ability to communicate intelligibly and to process speech and language. Therefore, besides the need to better understand both the phenotype and neural basis of these two developmental disorders, an additional goal is to explore the utility of different remediation techniques that might be applicable to new young cases as they are discovered during the course of the investigations. NIMH researchers has been in a long-standing collaboration with a team of investigators at the University College London (UCL), Institute of Child Health (ICH), and Great Ormond Street Hospital for Children (GOSH), where access to appropriate patient populations is available. The research will involve the application of neuropsychological, magnetic resonance, and electrophysiological techniques. The contractor will perform the specific tasks including the following: - Neuropsychological evaluations using both standardized as well as specially designed tests of auditory perception, auditory memory, and speech and language, - Neuropathological evaluations with quantitative structural magnetic resonance techniques, and - Neurophysiological evaluations with both functional magnetic resonance imaging and electrophysiological (event-related potential) techniques. The specific design of each study will be worked out by the collaborative research team together with the UCL. The contractor will provide reports on research progress to the Principal Investigator (PI) on a biweekly basis by email, telephone, and fax as required. Onsite inspection will be performed by the PI on a bi-monthly basis. Day-to-day management will be directed by the Head of the Developmental Cognitive Neuroscience Unit, Dr. Faraneh Vargha-Khadem) at the ICH. Ethical approval for the studies will be obtained from the Ethical Committee Board at the ICH/GOSH. To carry-out this proposed work elsewhere would require development of a new team of investigators and finding the appropriate patient populations that could take several years which will delay the on-going project and result in more costs to the government. A new team of investigators will need additional time to gain the knowledge of the ongoing project, the expertise and experience required to perform and complete the proposed work thus it will incur more cost to the government to complete the studies. University of College of London is the only vendor with unique expertise and experience to perform the ongoing collaboration. It is therefore considered cost effective and certainly most effective scientifically to have the work continually performed at ICH/GOSH. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the government will consider response submitted on or before 3:00 PM E.T., February 12, 2010 to Liem T Nguyen, ln18x@nih.gov. All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above unique specifications described herein. A determination by the government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NIDA vendor must be registered in the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. In addition, vendor must be registered in the Central Contractor Registration (CCR) at www.ccr.gov. Please reference announcement number 1418715 on all correspondence.
