Description
The U.S. Army Research, Development & Engineering Command Contracting Center (USA RDECOM), Natick Contracting Division (NCD), in support of the Natick Soldier Research Development and Engineering Command (NSRDEC) intends to conduct negotiations and award a contract to North Carolina State University (NCSU), located at 2711 Founders Drive, Raleigh NC, on the basis of other than full and open competition in accordance with Federal Acquisition Regulation (FAR) Regulation 6.302-1, 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition is to conduct research on the Assessment of Burn Injuries to Fingers, the development of a more accurate sensor to replicate the finger, the modification of Burn Injury Algorithm, and implementation into the PyroHand instrumentation software. This is a follow-on initiative with NCSU to determine if the current finger sensor is an accurate representation of the finger in thermal flux, to develop an improved sensor, if necessary, and to incorporate the findings into the Burn Injury Algorithm and PyroHand instrument software. In addition to the research and development this effort requires testing, designing, engineering and report writing. It is anticipated that the resulting contract will be a 12-month, firm-fixed price contract.
