Description
NAICS Code: 811219 The U.S. Environmental Protection Agency (US EPA) National Enforcement Investigations Center (NEIC) in Denver, Colorado intends to award a sole source fixed-price purchase order under authority of Federal Acquisition Regulation (FAR) Part Thirteen (13), SimplifiedAcquisition Procedures, to Thermo Electron North America, LLC of Madison, Wisconsin. This acquisition will provide a one year maintenance agreement for the following five instruments: Noran System Six-300 Energy Dispersive X-ray Spectrometer (EDS), MAXray Wave Dispersive Spectrometer (WDS), HKL Nordlys II Electron Backscatter Detector (EBSD), Noran System-Six Spectral Imaging System, and an UltraDry EDS detector. The agreement will include one preventative maintenance visit, any required repairs, factory-certified replacement parts, emergency on-site visits with a maximum 72 hour response time, service engineer labor and travel, software updates, and technical support with a two-hour response time. Thermo Electron is the only firm with the combination of hardware, software, professional knowledge base, and available parts that is capable of providing the necessary maintenance service for the discussed instruments. No solicitation or Request For Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the EPA requirements described herein may submit a response; which, if received by the closing date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the Federal Government.
