- This is a list of questions that have been submitted for this presolicitation, along with answers for each. Continue to use the modified presolicitation posted on 1/27/2010 for the requirements. 1.The solicitation states: "If acceptable SF-330 packages are received from Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) firms, the government reserves the right to set aside this procurement for SDVOSB or VOSB, or conduct discussions with the highest qualified SDVOSB or VOSB firms." Based on this, would it be acceptable to submit our SF330 as the Prime A/E (we are not a SDVOSB or VOSB) and also submit as a consultant with a SDVOSB? Yes it is acceptable for your firm to submit as the prime for one SF330, and then to submit as a sub for another firm. 2.Does the A/E firm need to be registered in all states in VISN 6, or in only one state within 100 miles of at least one of the facilities in VISN 6? The AE firm only needs to be registered in at least one of the states, and then can stamp documents for Federal Facilities in the other states listed for VISN 6. 3.Do the A/E firm members of listed disciplines (Architectural - Mechanical - Electrical - Structural - Civil - Landscape - Geotechnical - Surveying / Mapping - Interior Design - Hazardous Materials / Environmental Services (asbestos, lead survey) - National Environmental Policy Act (NEPA) - Historic Preservation - Energy - Cost Estimation) need to be registered in all states in VISN 6 (VA, WV, NC)? The subcontractors also need to be licensed in at least one of the states, and then they will be good for Federal Facilities. Also remember that the subs are under your responsibility, and the Government deals directly with the prime, not the subs. 4.Is this IDIQ exclusively focused on energy projects and thus an engineering solicitation, or are there architectural projects anticipated within the IDIQ as well? As you noted the scope of the work is for energy related projects, but we left it broad as to what disciplines are needed. There are a number of engineering disciplines needed, but the need for an architect is also there. This is open for both Architectural and Engineering firms to be the prime. 5.However, it has been brought to my attention that this is an Engineering lead project. Can you please clarify this for us? This presolicitation is under the 541310 NAICS code, but it is for AE services, which also fall under the 541330 NAICS Code. An engineering firm is more than able to be the prime, just as long as they have an architect on their team, and follow the criteria listed in the presolicitation. 6.We are reviewing the presolicitation are wondering if the Response Date was still February 15, 2010, as it is a Federal Holiday. The date has been changed to February 16, 2010, and the last day for Technical Questions has been changed to February 9. These changes were posted on FBO on January 27, 2010. 7.Do you want the following 3 criteria ESTIMATING EFFECTIVENESS, SUSTAINABLE DESIGN, MISCELLANEOUS EXPERIENCE AND CAPABILITIES to match with projects listed on individual's resumes instead of the Section F projects we profile? If so, can it be a representative sampling of the projects on the resumes? Yes, a representative sampling from those resumes would be appropriate. We just wanted to see more than the traditional ten projects that are listed in section F. 8.So that we can identify the distance of our office locations relative to your facilities, are VISN maps in vector file format (i.e., Illustrator, either AI or EPS file) available that show the location of your facilities?
