Description
The United States Coast Guard Surface Forces Logistics Center hereby issues a Commercial Request for Quote (RFQ) for DryDock Repairs to the USCGC ALERT (WMEC-630), a 210 Foot B Class Medium Endurance Cutter. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Request for Quote (RFQ), on January 29, 2010. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPPS) web page at www.fbo.gov. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an option automatic notification service. THE ACQUISITION WILL BE SOLICITED AS A FULL AND OPEN COMPETITION. The acquisition is for DryDock repairs to the USCGC ALERT (WMEC-630) temporarily homeported in Miami, FL. There is a one time geographic restriction for this drydock availability to an area no greater than 350 nautical miles from cutter’s temporary homeport of Miami, FL. The performance period will be five (5) calendar days with a start date on or about 08 February 2010. The place of performance will be at the contractor's facility. The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC ALERT (WMEC-630). This work will include, but is not limited to the following all in accordance with USCGC ALERT Specification for Emergency Drydock Repairs Revision 2, dated 28 January 2010: (1-D) Controllable Pitch Propeller (CPP) Blade Seals, Renew (2-D) Drydocking (3-D) Temporary Logistics, Provide (A-O) Composite Labor Rate (B-D) GFP Report (Z-O) Laydays This solicitation may contain welding line items as either Definitive or Optional Items. The Contractor shall provide with their quote the necessary welding certifications and qualifications as required by the specification for the applicable work item(s), and MLCA Standard Specification 0740_STD. Subsequent to contract award, the Government will require the Contractor to submit applicable certifications and qualifications to the COTR for any welding to be performed on any proposed change request. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. Drawings are posted online and can be retrieved under the solicitation posting at FedBizOps.
