- The government does not intend to contract on the basis of this request or otherwise pay for this information solicited herein. This announcement constitutes a sources sought/request for information. This is not a request for proposal or invitation for bid, nor is it to be construed as a commitment by the government. Copies of your submitted information will be distributed to the AF Program Manager, AF engineer and the contracting officer for review. This requirement addresses the replacement of the installed Crash Survivable Flight Data Recorder system on F-16 blocks 25, 30, 40 and 50, with their various engine options. The current Crash Survivable Flight Data Recorder consists of a signal Acquisition Unit (SAU) and Crash Survivable Memory Unit. The USAF F-16 Crash Survivable Flight Data Recorder Replacement will use existing Data Acquisition System hardware. The Baseline DAS is a solid-state recorder for the F-16 aircraft. The DAS provided for the F-16 consists of the model 2870A2 Data Acquisition Unit (DAU) and a 3254A4 Enhanced Crash Survivable Memory Unit. The contractor will develop, test and qualify a new Operational Flight Program to use with existing Data Acquisition System (DAS-11) hardware components. The result of this effort will be a Form, Fit, Function and (aircraft) Interface system, which will replace the existing Crash Survivable Flight Data System and which will be fully-qualified for all F-16 Blocks and engine types. Upon qualification of the replacement system, production units will be procured by the sustainment activity based at) C-ALC and fielded on an attrition basis. The capability needs to demonstrate the ability to access, utilize and integrate proprietary data supplied to the Government, governed by Restricted Rights data portion of the FAR and requires special security measures. The capability also needs to demonstrate to Form, Fit, Function and Interface (F3I) replacement (DAS-11) system. Further, they possess the technical knowledge and the data required to provide OFP updates to the DAS-11 system currently in production. Potential Offers are requested to provide and executive summary; relevant history and evidence of past performance/capability to perform the tasking not to exceed 5 pages. Information submitted should be pertinent and specific to that which indicative of the offeror's capabilities to successfully perform this effort.
