- Attachment D - Provisions and Clauses Attachment C - Administrative Information Attachment B - Statement of Work Attachment A - Schedule This procurement is authorized under Federal Acquisition Regulation (FAR) Part 13.5 Test Program for Certain Commercial Items. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This procurement is being conducted as a Request for Quote (RFQ). The solicitation number is HE1254-10-T-0009. (iii) The provisions and clauses incorporated in this RFQ are provided at Attachment D - Provisions and Clauses and are those in effect through Federal Acquisition Circular Number 2005-38. (iv) The applicable NAICS code is 511130 and the small business size standard is 500 employees. This requirement is being conducted as unrestricted. (v) A list of contract line item numbers, including items, quantities and units of measure is provided under Attachment A - Schedule. (vi) The Department of Defense Education Activity (DoDEA) has a requirement for Course Levels I-VI & AP Mandarin Chinese textbooks and related materials and resources. DoDEA provides Mandarin Chinese coursework in selected middle schools and high schools (grades 7-12). Chinese courses are based on national foreign language standards as defined by the American Council on the Teaching of Foreign Languages (ACTFL) and on the DoDEA Foreign Language (FL) Standards & Proficiency Expectations. Chinese courses deliver the understanding, knowledge and communication skills needed for students to communicate in Mandarin Chinese. A detailed description of the Government's requirements is provided under Attachment B - Statement of Work. (vii) Delivery, Acceptance, FOB Point, Point of Contact and Invoice information is provided under Attachment C - Administrative Information. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and an addendum is provided within Attachment D - Provisions and Clauses. (ix) The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. This clause is provided in full-text within Attachment D - Provisions and Clauses. (x) The Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. This provision is provided in full-text within Attachment D - Provisions and Clauses. (xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. This clause is incorporated by reference within Attachment D - Provisions and Clauses. There are no addenda to this clause. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items (Deviation), applies to this acquisition. This clause is provided in full-text within Attachment D - Provisions and Clauses. (xiii) Additional contract requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices are provided within Attachment D - Provisions and Clauses. (xiv) Defense Priority and Allocation System (DPAS) rating is not applicable to this solicitation. (xv) The date, time and place for receipt of offers is provided under the addendum to provision at 52.212-1, Instructions to Offerors - Commercial provided within Attachment D - Provisions and Clauses. A summary of the RFQ due dates is provided below: a. Questions are due no later than (NLT) 2:00 p.m. (EST) February 16, 2010. b. IT Components are due no later than (NLT) 2:00 p.m. (EST) February 23, 2010. c. Proposals and Materials are due no later than (NLT) 2:00 p.m. (EST) March 22, 2010. (xvi) The name and telephone number of the individual to contact for information regarding the solicitation is provided under the addendum to provision at 52.212-1, Instructions to Offerors - Commercial provided within Attachment D - Provisions and Clauses.
