- This market survey notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is for market survey purposes to identify U.S. Small Business Administration (SBA) sources with current relevant qualifications, experience, personnel, equipment, and capability to perform this proposed design/build project. The purpose of the proposed project is to inspect, repair, and refurbish the steel caisson gate at the Kings Bay Trident Refit Facility (TRF) at Naval Submarine Base (NSB), Kings Bay (KB) Georgia (GA). The caisson is in need of overhaul including cleaning, inspection, repair, blasting, coating, and preservation of piping members, ballast tanks, compartments, exterior shell plating, and weather deck. Also required is the replacement of the existing pumps, valves, supports, and other piping components. All electrical system and instrument hangars in the tanks shall be replaced. Interested parties responding to this market survey notice must provide the following information: 1) Clearances: Provide capability to meet stringent Naval Submarine Base security requirements for contractor personnel at locations such as NSB KB Georgia (GA), including waterfront restricted areas (WRA), for obtaining the required accesses under the Facility Access Determination (FAD) process. 2) Experience: Provide your firm's experience completed in the last three (3) years for similar caisson work identified in the above project information. 3) Bonding: Provide surety's name, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. 4) SBA Size: Identify whether your firm is an SBA certified 8(a), HUBZone, Service Disabled Veteran-Owned Small Business concern, or Other Small Business. Interested parties should respond no later than 2:00 PM ET, Wednesday, 03 February 2010 to Naval Facilities Engineering Command Southeast, IPT SA, Attn: Dianne Haymans, Ajax Street Building 135N, PO Box 30, Naval Air Station, Jacksonville, FL 32212-0030. Responses within three (3) megabytes in size can be electronically sent to dianne.haymans@navy.mil. Since this is a market survey notice, no evaluation letters and/or results will be issued to the respondents. However, NAVFACSE IPT SA will utilize the information for technical and acquisition planning. All proprietary information not to be disseminated in Government documents must be clearly identified.
