- The solicitation documents are attached to this announcement at http://faaco.faa.gov. Any amendments will be posted there as well. The purpose of this Request for offers is to seek competent and qualified contractors to perform construction of the ATCBI Antenna Tower in Yakutat, AK. Yakutat is approximately 400 Mi SE of Anchorage, AK and 200 miles NW of Juneau, AK. Existing tower foundation has been constructed by others. The work to be performed under this contract includes, but is not limited to the following: Perform site grading, surfacing; structural steel fabrication and erection of contractor furnished tower; structural steel erection of GFE tower; masonry, concrete, electrical, communications and mechanical; and lightning protection, bonding and grounding. Provide coordination, crane, crane operator, rigging truck, rigging and personnel qualified in rigging to support installation of GFE Materials (radar platform, radar pedestal, radar sail including appurtenances and Radome materials including air terminals and down conductors) for installation on tower. Provide and maintain netting and fall protection as required by OSHA and State of Alaska during work by others. Maintain all crane certifications and licenses throughout construction period. It is the FAA's intent to schedule the installation work of these items concurrent with contractors work and use the contractor's crane. All costs for providing crane as detailed above to be included in offer. Contractor's crane must be available and maintained at site through the Construction. Grade roads into the RCAG site and ATCBI site, remove potholes, and re-establish road crown with the gravel on the shoulders of the road. The radar platform, pedestal, sail and appurtenances are to be installed by an FAA installation crew. The Contractor's Mechanical and Electrical work at the radar platform level shall be coordinated with the radome installation. Separate contracts have been awarded to Yakutat Power and Alaska Communication Service to construct electrical and communications lines to support the future facility. Work must be coordinated with these utility providers. Estimated Range of Construction: $1,000,000 to $5,000,000NAICS Code: 237130 This action is not set aside in any way; however, offers will be subject to tiered evaluation. See Section B, L and Section M of the solicitation. Liquidated Damages are included. See section F of the solicitation. Submission of Offer: Offers are due on February 25, 2010 at 4:00 pm (PST). Emailed or faxed offers will be accepted. Originals must be received within 5 calendar days after offer due date. This Notice is for informational purposes for Minority, Women-Owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $750,000.
