Description
Arcata Associates Inc has a requirement for continuing procurement supports anexisting NASA DFRC capability (Western Aeronautical Test Range WATR), this capabilitycurrently utilizes software developed by the resource identified. There is a need to bothexpand the capabilities provided by this software and to continue its maintenancesupport. Arcata Associates, Inc intends to purchase the services from Dennis Heathcock Consulting2121 Westwood Avenue Santa Anna, CA 92706.Dennis Heathcock Consulting is the onlyresponsible source that is capable of satisfying the agencys unique need for thefollowing reasons:a.Dennis Heathcock Consulting designed, built, and extensively tested the softwarespecified. Dennis Heathcock Consulting possesses the detailed knowledge for all aspectsof the software, which is unavailable to another firm. Dennis Heathcock Consulting haspersonnel with the knowledge and history to accurately characterize the software. Thepersonnel are of critical assistance in troubleshooting problems and proposing solutionsto problems as they arise. b.Schedule risk and cost will be significantly reduced through the utilization ofsoftware support services currently used by the WATR. The time and cost of a detailedtechnical analysis of the capabilities provided by the software will be avoided. Thetime and cost of the development of a very precise specification based on the technicalanalysis will be avoided. The time and cost of a comparison of these capabilities toalternate potential solutions will also be avoided.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. Pacifictime on February 08, 2010. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis.A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
