Description
Dear prospective offerors: This notice is issued by the Unites States Agency for International Development, West Bank and Gaza Mission to inform U.S. licensed Architect and Engineering firms of its intention to procure Engineering and Construction Management Services to support the implementation of Phase II of the West Bank and Gaza Infrastructure Needs Construction Management Program (CMC - INP II). The INP contributes to the achievement of U.S. foreign policy objectives by demonstrating U.S. support for a moderate Palestinian Government in the rehabilitation of existing and in the building of new infrastructure required for a viable Palestinian state. The types of infrastructure planned under INP II will include, but not be limited to, roads, water supply, sanitation facilities and other infrastructure that could include education and health installations, border crossings installations, courthouses, youth centers, renewable energy and other power stations as well as government and municipal structures and buildings The awardee of the Phase II Engineering and Construction Management services contract (CMC) will provide Engineering and Construction Management services for various multidisciplinary infrastructure activities in West Bank (and Gaza as well if and when political and security conditions permit). Engineering services will include, but not limited to, site surveys, performance of feasibility studies, geotechnical investigations, master planning, conceptual designs, environmental studies, project reports, technical training, institutional capacity building, preparation of specifications for commodities/equipment procurement, final designs, preparation of bills of material and confidential government cost estimates, construction tendering documents, project permits, and liaison and coordination with Palestinian and Israeli officials and other donor representatives. Construction Management services will include, but not be limited to, overall direction and close project monitoring, inspection and overall management of construction projects to assure construction contractor compliance with all specifications including quality control, schedules, guarantees, other contract terms and conditions; procurement services required/as authorized by USAID; and related complementary and supplementary support activities including progress and other reports. USAID/West Bank & Gaza anticipates awarding a five-year single-award Indefinite Quantity Contract with a funding ceiling in the order of $150 million. The request for Qualification Statements is scheduled to be posted on or about February 15, 2010 on the FEDBIZOPPS web page (http://www.fbo.gov/). In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium only. It is the responsibility of the recipient of this pre-solicitation notice and the resulting solicitation to ensure that it has been received in its entirety and USAID bears no responsibility for data error resulting from this transmission.
