Description
This proposed procurement is UNRESTRICTED. The associated NAICS is 237310, with a size standard of $33,500,000.00. This is a single step procurement which will be advertised as a Request for Proposal (RFP); this is not a RFP. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package to be issued on or about 11 February 2010. The estimated cost of construction is between $25,000,000.00 and $100,000,000.00. Completion of work required is 425 calendar days. The forthcoming requirement will consist of both Contractor qualifications, and technical/cost proposals to be submitted in anticipation of a Best Value with Tradeoff award of the project. Technical criteria evaluation factors will include experience in relevant projects, past performance on relevant projects, management and control of projects, past performance on management and control of projects, project management plan, price, bond surety letter, and Small Business subcontracting plans. The project is titled Main Post Infrastructure Phase 2 Roads and Utilities Improvements project and is located at Fort Belvoir, Virginia ~ 25 miles south of Washington, DC. The project includes widening ~6,000 ft of Gunston Road from 12th Street to Goethals Road and the construction of a new 5 lane 165 ft Bridge over the Richmond Highway/Route 1 as the Base Bid. Options include widening ~4,500 ft of Gunston Road from Goethals Road to J.J. Kingman Road by additional two lanes, widening ~2,200 ft of 9th Street between Belvoir Road and Gunston Road by an additional two lanes, upgrading ~1,500 ft of 1st Street between Gunston Rd to the West Access Road near Building 1444, and widening ~3,000 ft of Goethals Road between Gunston Road and Beauregard Road. As part of the road widenings, existing utilities will require relocation; new telecommunication duct banks and cables installed, an existing sanitary sewer Pump Station and Lift Station removed and replaced with a new Pump Station and Lift Station; an existing gas regulator and piping removed and new gas regulator station, piping and security gate and fence installed; new water mains and fire hydrants installed; new concrete curb and gutters, storm drainage piping and storm water management systems with underground detention systems and storm water detention ponds constructed; mechanically stabilized earth (MSE) and terraced retaining walls constructed; new traffic and pedestrian signals installed at key intersections; new street lighting installed, and related site work features completed including, new concrete sidewalks, roadway signage, pavement markings, landscaping, and tree plantings. The construction Contractor shall obtain all required Excavation, VDOT and Virginia Storm Water Management Permits for construction and comply with these Permits and the existing State and Federal Wetlands Permits during construction. The Contractor will be required to coordinate all work impacting existing utilities with existing Fort Belvoir privatized utility companies (gas, electrical, telecommunication, water, sanitary sewer and steam), in order to successfully complete all work within the contract duration. Alternative work day and night work hours will be permitted in designated areas outside residential areas. Coordination with other on-going construction projects on Fort Belvoir will also be required as necessary.
