- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Technology, Systems & Program Integration Directorate (TSPID) at the Natick Soldier Research, Development, & Engineering Center, intends to award a firm fixed price purchase order on a sole source basis to: Harris Corporation, RF Communications Division, Rochester, NY 14610. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1. Nature and description of the supplies or services required to meet the agency's needs: The AN/PRC-117G(V)1(C) radio assembly is a multiband, man-packable radio with GPS capabilities. The SNPLI team is also requesting supporting hardware that consists of Ethernet (J3) cable assemblies for loading and downloading pertinent data, Falcon III dismount kits and a battery eliminator for these radios. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Harris Corporation, RF Communications Division is the only manufacturer and reseller of the AN/PRC-117G(V)1(C) radio and compatible accessories. This AN/PRC-117G is a fielded item and no other substitute is available. The ANW2 operational mode is specific to this unit and is unavailable from other variants of the AN/PRC-117. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: The AN/PRC-117G(V)1(C) radio with the ANW2 operational mode is the only man-packable radio that is compatible with the developmental soldier systems that the SNPLI team has developed. Any other variant of the AN/PRC-117 is not compatible with the data format generated by the SNPLI developmental systems. 4. Any other facts supporting the use of other than full and open competition: The Harris AN/PRC-117G(V)1(C) man-packable radio has been extensively tested by CERDEC and other developmental organization. The ANW2 operational mode is fully compatible with SNPLI data formats and will support our experimental and demonstration schedule. Any other product will put successful experimentation and demonstration at risk jeopardizing this teams ability to transition effective and reliable components. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
