Description
USAID/Afghanistan Pre-Solicitation Notice RFP 306-10-0009 OPERATION AND MAINTENANCE (O&M) OF TARAKHIL 100 MW POWER PLANT INTRODUCTION The Tarakhil 100 MW power plant will provide the people of Kabul with reliable, sustainable power. Together with the power already being imported from Uzbekistan and that expected to arrive from Turkmenistan and Tajikistan, the power generated by the new plant will help improve the quality of life of Kabul residents and others living in communities served by the North East Power System (NEPS) that the plant feeds into. The availability of reliable power is expected to lead to increased sales of electrical appliances and enable businesses and schools to remain open longer. Investment in new industrial and commercial enterprises will also certainly occur, leading to new job opportunities and economic growth. OBJECTIVE The objective of this five year program is to perform total plant Operations & Maintenance of the Tarakhil 100 MW power plant and the associated auxiliary systems and equipment to ensure they are “as new condition” to maximize long term availability, efficiency, and safety as well as minimize long term operating costs. The contractor will operate and maintain the Tarakhil 100 MW Power Plant facility in accordance with the manufacturer’s guidelines, good industry operating practices, prudent electrical practices, and other standards which will achieve the highest rate of efficiency for the Government of the Islamic Republic of Afghanistan (GIRoA). In parallel, the O&M Contractor shall build the capacity of the local Afghans who will eventually be responsible for the O&M of the plant. SCOPE OF WORK The O&M services scope are: •To manage all aspects of operations and routine maintenance in such a manner that the plant staff has the fiduciary business responsibility and authority to make prudent decisions for the Owner. •Incorporate a continuing plant betterment program to improve long-term plant performance in all areas. •Institute a program to maintain long-term efficiency and performance. •Maintain and operate the facility within an approved budget. Incorporate a continuing plant betterment program to improve both operations and maintenance cost performance, based on continuous monitoring of the facility operating status. •Maintain the Power Plant in accordance with all contractual, environmental, and regulatory requirements. The O&M Contractor shall employ effective preventive, predictive and conditioned-based maintenance programs which incorporate maintenance scheduling, spare parts inventory control, and allocates maintenance cost and time to specific systems and equipment for maintenance and plant betterment evaluations. •Enhance the DABS staff capacity to assume all O&M duties by the end of this contract. CONTRACT PERIOD The estimated period of performance for this contract is one base year plus four 1 year option periods.
