- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute (NHLBI) for the National Institute of Dental and Craniofacial Research (NIDCR), to negotiate/ award a purchase order to Dr. Roy James Turner to provide data analysis and computer programming relating to research to MPTB/ NIDCR. The proposed period of performance for this is March 1, 2010-September 30, 2010. His tasks include: 1) Provide Bioinformatics and computational assistance for NIDCR’s microarray and associated projects on salivary gene expressions; 2) Design specialized data analysis procedures and associated custom computer programs to perform the analyses and extract information requested by NIDCR investigators; 3) Provide regular updates on findings as well as a final work summary within 30 days of project completion; 4) Expertise in exocrine physiology and custom data analyses. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 541611 and the Size Standard is $7.0 Million. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
