Description
Solicitation (Quotes are due by February 15, 2010 at 2:00 pm PT) THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PROCUREMENT RECOVERY HARRIS RIVER RESTORATION PHASE 3 LOG SUPPLY. The U.S. Forest Service, EROC-NW, servicing Region 10 has a requirement to secure logs for stream restoration in the Harris River. The Contractor will furnish all labor, equipment, and materials necessary to deliver the logs to the Contracting Officer approved stockpile location. A total of 565 logs are needed with a minimum butt end diameter of 17’ and minimum length of 60 ft and be delivered/stockpiled in an approved area. Logs can be an assortment of spruce, cedar, and hemlock. Logs must be sound, intact, and in whole form (no breaks or partial fractures). Another 400 logs need to have a minimum butt end diameter of 9” and minimum length of 36 ft and be delivered/stockpiled in the Contracting Officer approved area. **THIS IS A COMBINED SOLICITATION/SYNOPSIS--QUOTATIONS ARE BEING REQUESTED** Project Location and Description The contractor designated stockpile areas will be within 6 miles of the Harris River Trail which is located adjacent to the Klawock-Hollis Highway at Milepost 23 approximately 2 miles east of the Hydaburg Road on Prince of Wales Island. The approved stockpile area(s) must be readily accessible by log trucks and heavy equipment and the logs will be stockpiled in a manner that a standard hydraulic excavator (backhoe) with a thumb can pick and load directly into a log truck. **NOTES** --Additional work details are outlined in the attached solicitation. --There will not be a Pre-bid meeting offered by the Government for site inspection. The Government intends to award a contract(s) resulting from this solicitation to the responsible Contractor(s) whose quote conforming to the solicitation will be most advantageous to the Government, price and past performance considered. The following evaluation factors shall be used to evaluate quotes: Past Performance, Experience and Capability, and Price. The non-price evaluation factors are approximately equal in important to price. This acquisition is a 100% Small Business set-aside. The North American Classification System Code (NAICS) is 115310. The size standard is $7.0 million. Contractors are required to be registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications and Service Contract Act wage rates will be posted to the FedBizOps website www.fbo.gov. No hard copies of the solicitation and applicable amendments will be mailed or issued. To receive the solicitation and any applicable amendments, offerors must download them from www.fbo.gov.
