- DESC: MARKET SURVEY AND BIDDERS LIST DEVELOPMENT - SOURCES SOUGHT REQUEST FOR LAW ENFORCEMENT AND SECURITY SUBJECT MATTER EXPERTS. The purpose of this sources sought synopsis is to gain information about qualified industry sources that can provide law enforcement and security support to the United States Senate Office of Sergeant At Arms (SAA), Law Enforcement and Security Operations (LESO). All requirements listed below are mandatory unless otherwise noted. This Sources Sought Notice (Notice) is not a request for proposal and in no way obligates the Senate to award a contract. This sources sought synopsis contains the currently available information. The SAA requires a Contractor to provide law enforcement and security subject matter experts (SMEs) to work full-time to successfully support LESO at the SAA Onsite Duty Desk at the United States Capitol Police (USCP) Command Center. The support will be performed primarily through continuous monitoring and tracking of security events and incidents occurring within the National Capitol Region (NCR). The support will also include primary responsibility and management of the Senate Alerts Notification Systems. The purpose of this Notice is to seek information regarding companies that offer Law Enforcement and Security support services. REQUIREMENTS: 1.)The Contractors shall be located no more than 50 miles driving distance from the United States Capitol Building. 2.)The SMEs must have at least 5 years experience in law enforcement or security, law enforcement liaison and/or communications work plus demonstrated knowledge of command center best practices. 3.)The SMEs must be U.S. citizens, and posses a Top Secret Security Clearance or an interim Top Secret Clearance, as long as there is an active investigation. INSTRUCTIONS: To respond to this Notice, the Vendor must provide the following information: 1)General Information about your firm: Company Name, Address, Point of Contact with Telephone and FAX numbers and E-mail address, GSA Schedule Number (if applicable), DUNS Number, Tax ID Number; 2)Subject Matter Experts resumes which demonstrate successful experience in executing an operational communications plan that incorporates various modes of communication generating public real-time information and direction, during emergency events, to a select community, from a law enforcement command center. 3)At least three past performance references in the last three (3) years that include complete and current information (customer name, project name/contract number, address, point of contact with current phone number and email) and a brief synopsis of work performed. NOTE: Responses which do not address requirements 1 through 3 will be considered non-compliant. The information contained in this Notice will be the only information provided by the SAA during the information gathering process. All qualified sources should respond to this Notice by submitting information in accordance with the instructions provided. Vendors responding to this Notice and deemed qualified by the SAA may be requested to submit a proposal in response to a solicitation. Only vendors deemed qualified will be permitted to submit proposals. If suitable responses are received from qualified sources, the SAA anticipates release of a Request for Proposal within thirty (30) days. Questions regarding this notice must be submitted electronically no later than Noon EDT, Wednesday, February 3, 2010 via email to acquisitions2010@saa.senate.gov to the attention of Nicole A. Barnes. The subject line of the transmittal message should read "Questions for SSN 2010-S-007, entitled Law Enforcement & Security Subject Matter Experts". The responses to questions will be provided to all contractors responding to this Notice. Responses to this Notice are due to the POC no later than Wednesday, February 10, 2010, at Noon EDT, and shall be submitted electronically via email only to the attention of Nicole A. Barnes at acquisitions2010@saa.senate.gov. The subject line of the email message shall be: SSN 2010-S-007 LAW ENFORCEMENT AND SECURITY SUBJECT MATTER EXPERTS. No other method of transmittal will be accepted. The response shall not exceed twenty-five (25) pages, including resumes. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor information. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE SAA OR SENATE. ANY QUESTIONS OR REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED.
