Description
Y -- SOURCES SOUGHT The U. S. Coast Guard is considering whether or not to set-aside an acquisition for Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran Owned Small Business or Small Business concerns only. The estimated magnitude of this construction project is between $5,000,000.00 and $10,000,000.00. The applicable North American Industry Classification System (NAICS) for this acquisition is 236210. The estimated time for completion is 540 days. The solicitation, when issued, will be formatted as a Request for Proposal (RFP) in accordance with the requirements designated by sections of the FAR 15.203 for a competitive negotiated procurement utilizing the authorized Design-Build selection procedures of FAR 36. The solicitation, when issued, will include the following American Recovery and Reinvestment Act (ARRA) Clauses: FAR 52.204-11, American Recovery and Reinvestment Act-Reporting Requirements; 52.215-2, Audit and Records - Negotiation (Alternate I); 52.225-23, Required Use of American Iron, Steel, and Other Manufactured Goods-Buy American Act-Construction Materials Under Trade Agreements; and 52.225-24, Notice of American Iron, Steel, and Other Manufactured Goods-Buy American Act-Construction Materials Under Trade Agreements. Compliance with all ARRA clauses and required reporting will be mandatory by the successful offeror. The acquisition is for the design and construction of an approximately 9000 Gross Square Foot (GSF) boat maintenance facility. The ground level shall include a boat bay capable of housing two 25 ft long RBS boats on trailers, overhead bridge crane and associated maintenance shops. The second level shall house an administrative office and locker-room facilities for rescue swimmers and equipment. Construction includes associated site work, utility connections, site electrical modifications, grading and access road construction. Two optional bid items would include construction of an approximately 170 foot long boat ramp, modification of an existing bulkhead and beach replenishment for shoreline protection at U. S. Coast Guard Station, Eatons Neck, located in Northport, New York.. At the present time, the acquisition is expected to be issued under full and open competition procedures. However, in accordance with FAR 19.1305 and FAR 19.14, if your firm is HUBZone or a Service Disabled Veteran Owned Small Business and intends to submit an offer on this acquisition, please respond by e-mail to Mr. Richard J. In your response, include a positive statement of your intention to submit an offer for this solicitation as a prime contractor, your DUNS number, a capability statement, and bonding limitations. Response is limited to 5 pages. Your response is requested by February 10, 2010. A decision on whether this will be pursued as a HUBZone Small Business Set-aside, Service Disabled Veteran Owned Small Business, Small Business concern or on an unrestricted basis will be posted on FEDBIZOPS at www.fbo.gov.
