Description

RECOVERY - The U.S. Fish and Wildlife Service (USFWS), Region 5, is issuing a Request for Proposal (RFP) to replace Window Walls in the Hatchery Building at Green Lake National Fish Hatchery in Ellsworth, Maine. The work under this contract is to remove and dispose of translucent wall systems, remove doors, frames, hardware, electrical, mechanical, and plumbing as indicated; the supply and installation of new translucent wall systems; electrical, mechanical and plumbing reconnections and reinstallation of doors, frames, hardware, and all incidental related work. There is a sixty (60) day performance period for the project. Endangered fish are housed at the hatchery and work is required between mid May and September 2010. The estimated magnitude for the project is between $250,000 and $500,000. This procurement is unrestricted. The NAICS code for this project is 238190. Interested firms shall present a minimum of five (5) similar projects undertaken in the last four (4) years. The following information shall be provided for each of the projects: 1) Project name; 2) Original budget; 3) Change orders; 4) Summary of work; 5) Completion date; and 6) Client name, address, email address, and phone number. Award will be made to the qualified contractor who represents the "Best Value Continuum". Evaluation of interested firms will be based on: 1) Price 40%; 2) Past performance 30%; 3) Technical ability 30%. The combination of past performance and technical ability will out weigh price for this project. The proposal schedule lists four (4) individual line items designating a portion of the building. Awarded line items will be made based on available funds. The solicitation package includes the technical specifications, drawings and proposal documents and will be posted to www.fbo.gov on or about February 9, 2010. Contractors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov and complete Online Representations and Certification (ORCA) at www.bpn.gov to be eligible for award. Department of Labor-Davis Bacon wage rates will apply to this job. Packages must be submitted with all requested information including the cost proposal by 4:00 P.M. EST, March 12, 2010.
