- This Request For Information (RFI) is for planning purposes only and should not be construed as a solicitation or as an obligation on the part of the Department of Housing and Urban Development. The purpose of this RFI is to identify qualified business sources capable of performing the work described herein. The Government will not pay for the preparation of any information submitted or for the Government's use of that information. No contract or other instrument will be issued as a result of this RFI. The Patricia Roberts Harris National Fair Housing Training Academy (NFHTA) was established by the U.S. Housing and Urban Development (HUD) in 2004. The NFHTA currently provides fair housing and civil rights training that federal, state, and local agencies, educators, attorneys, industry representatives and other housing professionals need to enforce fair housing laws and eliminate housing discrimination. The NFHTA is designed to administer an examination-based, professional certification program for fair housing professionals nationwide. The training is intended to enhance the ability of fair housing professionals to more effectively enforce the federal Fair Housing Act of 1968. In 2004, Congress approved the concept of the NFHTA, provided funds through the Fair Housing Assistance Program (FHAP). In FY 2008, Congress included language in the appropriations bill to allow the Secretary to collect funds from non-FHAP participants for fair housing training. As a result, the NFHTA has expanded its targeted audience and serves as an educational resource for housing professionals and others on fair housing matters. HUD is seeking a contractor to manage and operate the NFHTA day-to-day operations, provide staff, a training facility, develop, update and distribute training schedules and course curriculum, and other related materials for delivery to the fair housing and other housing communities. The successful contractor will assist in leading NFHTA into the future by providing and implementing effective strategic programs. The contractor shall also be responsible for the development and implementation of aggressive marketing plans designed to expand the program to reach and obtain newly targeted audiences. The Contractor will primarily be tasked with providing: 1.) Training facility, personnel, equipment, tools, materials, other items and services necessary to ensure the day-to-day operation and oversight of the Academy 2.) A 5-year strategic plan for the Academy 3.) General direction to the Academy Administrator 4.) A strategy to ensure economic viability of the Academy 5.) Training for the existing fair housing courses 6.) The development and delivery of three-to-four new fair housing courses per year 7.) A progressive marketing plan to increase enrollment and generate revenue. The period of performance is one (1) year, with two (2), 12- month option periods. Interested vendors shall provide a detailed capability statement that would allow the government to determine that they have the expertise, experience and knowledge to perform the requirements. Submissions shall address the following: 1) Business name, address, telephone number(s), DUNS code, size standard, socio-economic classification (i.e., HUB Zone and/or 8 (a) status)) and point of contact. 2) A positive statement of your intention to submit an offer for a solicitation 3) Evidence of successful past performance in federal contracting providing management, day-to-day operations for a training academy and professional training services. Evidence should include: contract numbers, project titles, dollar amounts and points of contacts with telephone numbers, date and period of performance, and description of work performed within the last 3 years. Please do not include more than five examples. 4) Provide the current location of commercial building space, indicate the status of each building or building space as owned or leased property, include square footage and seating capacity. Also list the number of restroom facilities, American Disability Act (ADA) compliance access, physical security systems and/or services and break room accommodations and parking access. Provide the building lease term and identify any sub-lease constraints. 5) Provide evidence of knowledge, experience, and expertise for developing and providing classroom training for similar or related training courses. 6) Provide a list of training courses, also include the coursework curriculum developed and implemented within the last 3 year period. Also indicate the time that classes started and ended, and the number of days held, include the day of the week each class was offered and media used, classroom, web-based, etc. 7) Provide a list of instructors by occupation category used to perform classroom training and indicate their certification level. 8) Provide evidence of experience and knowledge of providing day-to-day operations for managing a training academy and staff members. Central Contractor Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102, apply to this procurement. Prospective contractors must be registered under the appropriate NAICS code prior to award. Lack of registration in the CCR database will make an offeror ineligible for award.
