Description
Combined Synopsis/Solicitation Amendment with Questions and Answers. The contractor shall provide two (2) dedicated, CARB certified aero medical ambulance aircraft beginning March 1, 2010 through February 28, 2011. These aircraft will provide service for designated Pre-hospital emergency medical transport and in-flight treatment of military beneficiaries and/or training staff involved with military training at Ft. Bliss, Texas, including McGregor Range, all base camps, and White Sands Missile Range. The contractor shall provide emergency airlift of patients between the ranges and William Beaumont Army Medical Center, herein referred to as WBAMC, or to a medical treatment facility (MTF) designated by authorized medical staff which is considered capable of rendering the required treatment comparable to the URGENCY of the patient's needs. WBAMC is located at Building 7777, 5005 N Piedras Street, El Paso, Texas 79920-5001. All transport will be limited to medical facilities within El Paso County or within a 50-mile radius of WBAMC. The Contractor shall furnish all labor, management, supervision, helicopters, supplies, equipment, maintenance, hangar facilities for the aircraft to be staged within 35 Nautical Miles of McGregor Range, and transportation (except ground transportation). As a minimum, the crew shall consist of a pilot, paramedic, and a Flight Nurse. Performance shall be according to the requirements contained in the Statement of Work (SOW), and professional standards of the Joint Commission on Accreditation of Healthcare Organizations (JCAHAO), the American Heart Association (AHA), and National Association of Emergency Medical Technicians (NAEMT). The provider must also meet all regulatory requirements of the Texas Department of State Health Services. Please see attachments.
