- On or about 03 February 2010, this office will issue Request for Proposals for construction of the 115 kV GSU Transformer Install, Garrison Power Plant, North Dakota. The solicitation will close on or about 05 March 2010. This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. Contractors interested in inspecting the site of the proposed work should contact the Dale Evenson, U.S. Army Corps of Engineers, Telephone: (701)654-7441 X3220. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Obtaining Solicitation Documents below. _______________________________________________________________________________ Project Description: (Approx. quantities) The project will require the Contractor to remove 6 existing single phase 115 kV generator step up unit (GSU) transformers, reconstruct the transformer deck to accommodate 2 new 115 kV 3-phase GSU transformers, remove and replace the isolated phase bus, replacing the existing oil filled high voltage cables with solid-dielectric high voltage cables, replacing the generator neutral grounding system, installing a transformer deluge and containment system, sealing the floor where the transformer heat exchangers are located, replacing transformer controls and relaying, replacing the existing annunciation system, synchronizing potential transformers, and commissioning the transformers. The estimated construction cost of this project is between$2,500,000 and $5,000,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 550 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
