Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a solicitation issued as a Request for Quote (RFQ). The solicitation number is 02QF2100301. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. This is a total small business and the associated NAICS code is 334220 and the size standard in number of employees is 750. The Small Business Competitiveness Demonstration Program does not apply to this solicitation. The Government requires the following commercial supplies: CLIN 0001: 100 each of Comrod Low Band Antenna Kit (Part Number 042680-1) CLIN 0002: 100 each of Comrod High Band Antenna Kit (Part Number 040190-1) Benet Laboratories’ Forward Observer/Forward Air Controller Project Manager requires 100 each of the Comrod Low Band Antenna Kit (Part Number 042680-1) and 100 each of the Comrod High Band Antenna Kit (Part Number 040190-1) in its mission in supporting the United States Marine Corps’ (USMC) mission of providing ongoing enhancements, refinements, and improvements to the USMC’s vehicle communications system. While a series of deliveries as outlined below is preferable, the Government will accept the entire order as a single delivery if it reduces the total price. 20 High Band & Low Band Antenna Kits: March 2010 20 High Band & Low Band Antenna Kits: April 2010 30 High Band & Low Band Antenna Kits: May 2010 30 High Band & Low Band Antenna Kits: June 2010 The Contractor shall deliver the supplies, FOB Destination, to: Department of the Army RDECOM-ARDEC Weapons & Software Engineering Center, Benet Laboratories 1 Buffington St. RDAR-WSB-DA, Bldg. 40 Watervliet, New York 12189 Provision 52.212-1, Instructions to Offerors—Commercial Items, applies to this solicitation. Provision 52.212-2, Evaluation—Commercial Items, applies to this solicitation. Provision 52.212-3, Offeror Representations and Certifications—Commercial Items, applies to this solicitation. Clause 52.212-4, Contract Terms and Conditions—Commercial Items, applies to this solicitation. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items, applies to this solicitation. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. In addition to the above-mentioned provisions and clauses, the Contractor shall: 1. Submit Requests for Payments within one week of acceptance by the Government in accordance with the format contained in GSAM 552.232-70, INVOICE REQUIREMENTS (SEP 1999), and shall at a minimum include the following information to have the invoice considered proper for payment. (a) Contract number (b) Paying Number: (ACT/DAC NO.) (c) Applicable CLINs in which the costs were incurred, quantity, unit price and extended price (d) List of all applicable materials and/or services provided under this order to include the part number, nomenclature, quantity, and the unit and extended price The Contractor shall include the following statement on all invoices submitted for payment: “The costs and pricing contained within this invoice do not exceed the allowable costs of the applicable Government contract.” The invoice shall include the following statement. “I, printed name of Government POC, have verified that in a satisfactory manner the items identified have been received or the services have been rendered and I take no exceptions to this invoice.” The Contractor shall sign up for electronic invoice submittal using “Vendor Express” on the GSA Finance website at www.finance.gsa.gov. The Contractor shall be required to request a password in order to submit their invoice to GSA Finance. The GSA Finance Customer Service center can be reached by calling 816-926-7287 or by visiting their web site at www.finance.gsa.gov. The Contractor shall attach copies of invoices to the “Acceptance Info” of this order at: http://web.itss.gsa.gov/. Unless otherwise specified in this delivery order, the Contractor shall forward all originals of correspondence requiring signature to the Contracting Officer at the address in Section X, Contracting Officer. 2. Be registered with GSA’s IT Solution Shop (ITSS) at http://web.itss.gsa.gov/ within one (1) week after the RFQ submission deadline. The Defense Priorities and Allocations System (DPAS) is not applicable to this solicitation. Quotes are due no later than Monday, February 01, 2010, 1700 hrs local time.
