- Sole Source Notice of Intent – Spectrum Detectors Inc. The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Analytical Chemical Division, intends to negotiate with Spectrum Detectors Inc., on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, for the purchase of Model SDX-1094-Dome, Temperature controlled pyroelectric trap detector and electronics (1 each), Model SDX-1095-Wedge, Pyroelectric trap detector redesign and rework of SDX-1006 (2 each), Model SDX-1096, Precision current-to-voltage converter with Rogers 4003C board without solder mask (1 each), Model SDX-1100 Luminance adapter tubes (3 each). : NIST has purchased pyroelectric hybrid and wedge detectors from Spectrum Detector Inc. Now, we need to adopt and operate the hybrid pyroelectric detectors in both a dome and a wedge trap-arrangement to improve spectral flatness of responsivity. Also, the Spectrum Detector developed SDX-1006 models (earlier made for NIST) will be redesigned and redone in the above SDX-1095 models to decrease the output noise by reducing the LiTaO3 crystal size and its capacitance. The here ordered pyroelectric detectors must be compatible with the earlier purchased pyroelectric detectors. Also, the here ordered housings and radiometers are to be compatible with the temperature controlled and temperature-corrected wedge pyroelectric devices (Models SDX-1006) we have purchased from Spectrum Detector Inc. Item-3 is the further development of the precision current-to-voltage converters Spectrum detector made for us. The signal conversion uncertainty is further improved in the here ordered SDX-1096 unit. The luminance adapter tubes will be matched to the colorimeters made by Spectrum detector for us. The described compatibilities are a must for us to obtain a uniform and compatible detector calibration system. These radiometers will be utilized in Air Force funded CCG projects. The compatibility with the previously purchased Spectrum Detector models is a must to satisfy the construction and the high sensitivity requirements. See Technical specifications: - Item-1: Gold-coated glass-dome reflects incident radiation (that overfills the front-aperture) back to the temperature controlled 5 mm diameter hybrid detector; NEP10 -8 W/Hz 1/2 - Item-2: Optimization of decreased-size LiTaO3 detector-crystal and mirror wedge arrangement applying specular-black coating to obtain spectrally flat responsivity for the 0.25 to 20 micrometer range; NEP10-8 W/Hz 1/2 - Item-3: Current-to-voltage conversion uncertainty up to 10 10 V/A gain of 0.01 % (k=2) - Item-4: luminance measurement with an unvignetted field-of-view of 2.2 degree and an out-of-target blocking of more than 4 orders of magnitude for illuminance measuring colorimeters made for NIST by Spectrum Detector Inc. Interested parties that believe they could satisfy the requirements listed above for NIST and are authorized to provide these before January 25, 2010 at 12:00 pm EST. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates their authorization to meet these requirements. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
