- Description
- The Joint Contracting Command-Iraq/Afghanistan (JCC-I/A), on behalf of the United States Forces - Iraq (USF-I) J3 Personnel Recovery Division (PRD) intends to issue an award, on a sole source basis, to Blackbird Technologies Inc, 13900 Lincoln Park Dr, Herndon VA, for a requirement to provide Personnel Recovery Support Services. The anticipated award date is 01 Feburary 2010 under NAICS 541519. The period of performance will be for a 12-month base year with two 12-month option periods. The value of the contract is expected to be approximately $11.3M. Blackbird Technologies Inc is the only contractor that can currently provide the subject matter expertise needed by the USF-I J3 PRD to support their mission of providing staff and mission area expertise for PR operations, and serve as a fusion nexus for intelligence operations to support PR, and operational oversight for subordinate operations. The contractor provides contractor support to the USF-I J3 PRD by providing steady-state expertise and management in DoD PR Policy and Joint Doctrine; Intelligence JTTP for locating people held captive or hostage under duress and assessing enemy vulnerabilities; Country Team and Interagency coordination, DoD and USF-I J3 PR Education and Training; Joint staff procedures in operational deliberate and crisis action planning; Requirements identification and coordination; Sensitive Site Exploitation (SSE); Forensics Data Collection (FDC); Non-attributable internet research (NIR) capabilities; Tagging, tracking and locating (TTL) on the operational battlespace; Nonconventional Assisted Recovery (NAR), Unconventional Assisted Recovery (UAR), and Advanced Special Operations (ASO) TTP; operational methodology and capabilities; and Hostage(s), Abduction(s), and Kidnapping(s) (HAK) case management. The market research obtained by the Government prior to the Notice of Intent to Sole Source to Blackbird Technologies Inc has convinced the Government, prior to consideration of any responses to this Notice of Intent, that the services planned for procurement, as addressed above, are only available from Blackbird Technologies Inc. This notice is for informational purposes only. This is not a request for competitive proposals; however, all responsible sources may submit a capability statement, which, if received within five days of this notice's publication it will be considered for future opportunities. It is by the discretion of the US Government to not open this requirement to competition. The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b)(2).
