- Statement of Work (SOW) for TIRNO-10-Q-00043 Evaluation Criteria for TIRNO-10-Q-00043 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation package will not be issued. The Request for Quotation (RFQ) number is TIRNO-10-Q-00043 and is supplemented with additional information. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37 Item IV. This procurement is being completed on an unrestricted basis, using full and open competition procedures. Proposals shall be submitted on letterhead and must address all requirements listed, along with descriptive literature to include meeting room space, square footage, internet connectivity, security, and availability of requested amenities i.e. local restaurants, parking (indentifying any associated costs). The Internal Revenue Service (IRS) has a requirement to procure temporary training space for its employees, pending the completion of its new call site opening in Des Moines, Iowa, scheduled for July 2010. In accordance with the addendum entitled “Statement of Work” (SOW), interested sources must be able to meet all requirements as outlined in the SOW. The period of performance will be March 1, 2010 through June 30, 2010, with four individual weekly options covering the period of July 01, 2010 through July 31, 2010. Proposals will be reviewed in accordance with the elements in the addendum entitled “Evaluation Criteria”. The award will be made to the offeror who fully meets the requirements as described in the Evaluation Criteria and the Statement of Work. The Government intends to award a Firm Fixed Price contract resulting from this solicitation to the responsible offeror, whose offer conforming to the solicitation, will represent the best value to the Government, price and other factors considered. (See Evaluation Criteria Attachment) OPTION TO EXTEND THE TERM OF THE CONTRACT (FAR 52.217-9) (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 12 (months). The provisions at FAR 52.212-1, Instructions to offerors - Commercial and FAR 52.212-2, Evaluation Commercial Items, apply to this acquisition. Offerors shall include a fully executed copy of FAR provisions at 52.212-3, Offeror Representations and Certifications Commercial Items, with their offer. FAR Clauses 52.212-4, Contract Terms and Conditions - Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order Commercial Items applies to this acquisition. Per 12.603(b) the SF 1449 is not used.
