Description
Title: RECOVERY Design Build of Energy Conservation Measures (ECM’s) to Upgrade Lighting Systems and BAS/EMS at the Cleveland/Rudman Federal Buildings, Concord, NH. NAICS Code:238210 - BAS upgrades including lighting. Synopsis: The United States General Services Administration (GSA) has a requirement for the selection of a qualified contractor to undertake the Design/Build of Energy Conservation Measures to upgrade the Lighting Systems and BAS/EMS Systems at the J.C. Cleveland and W.B. Rudman Federal buildings in Concord, NH. This project will be awarded as a firm fixed price contract, and the work will include but not be limited to: -Perform a complete lighting fixture replacement with energy efficient T-8 units. -Installation and integration of master and occupancy lighting controls with BAS/EMS. -Replacement of exterior HID wall packs with LED lighting. -Installation of auto-dimming ballasts for stairwells. -Install flow measuring devices and modulating motor air dampers to regulate ventilating air and install occupancy sensing controls for AHU’s. -Install two speed EMS control and VFD’s on cooling tower fans. -Consolidate legacy BAS under a single, secure BAS for the entire Cleveland/Rudman complex. -Install carbon dioxide sensors into return air ductwork of AHUs. -Integrate chiller controls with EMS. The period of performance for this project is approximately 225 days. The estimated cost of the project is between $1,000,000 and $5,000,000. Award will be a firm fixed price contract resulting from a competitive, negotiated Request for Proposal (RFP). Source Selection procedures as identified in FAR Part 15.3 will be utilized to select a firm offering the best value to the Government in terms of technical merit and price, and whose performance is expected to best meet stated Government requirement. Award may be made without discussions and will be made using best value, source selection procedures while considering trade-offs between price related and non-price related factors. This procurement is being solicited as “Unrestricted” in accordance with the Small Business Competitiveness Demonstration Program. The NAICS code applicable to this project is 238210 (BAS upgrades including lighting) with a size standard of $14 million. This posting also constitutes synopsis of the pre-invitation notice. A pre-proposal conference will be held at the Cleveland/Rudman complex in Concord, NH at a date to be determined. Advance notification of your intent to attend this conference is required due to building security.
