- EPA watersense specs. Solicitation includes - the Agreement, the solicitation and instruction, the representation and certifications, the bond forms, the davis bacon WD, ARRA Buy American Act and text of clauses. GSA Pacific Rim Region (GSA) requires furnishing and installation new restroom fixtures as follows: Roybal Federal Building, 255 E. Temple Street, Los Angeles, CA 1. Replace 279 (3.5 GPF) tank toilets and 31 Regular (1.6 GPF) conventional toilets (310 total) with auto-dual-flush toilets (1.1/1.6 gpf). Reconfigure plumbing lines as necessary (but assume toilets to remain in same location). Replace tank style toilets with tank style toilets. 2. Replace 5 (1-GPF) and 49 (2-GPF) urinals (54 total) with ultra low flow auto-flush 0.125 GPF urinals (valve and fixture). 3. Replace 196 (5-GPM) and 154 regular (2.5 GPM) faucets (350 total) with low flow automatic faucets 0.5 GPM 4. Replace 42 standard shower heads (5-GPM) with new low flow 1-GPM shower heads. These are retrofits in existing occupied space, and require demolition and disposal of existing fixtures and minimizing impact on occupants. Award will be on the basis of a best-value source selection considering price and non-price factors. This solicitation is being issued for unrestricted competition under the Small Business Competitiveness Demonstration Program for NAICS 238220. Any responsible source may submit a proposal. A SITE VISIT and PRE-PROPOSAL conference is scheduled for Tuesday, January 19, 2010 at 1PM PST, at the Los Angeles FB, 300 North Los Angeles, Suite 4300, Los Angeles, CA.
