Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Intramural Research Program (IRP) intends to solicit, negotiate and award a purchase order on a noncompetitive basis with Dr. Warren R. Selman, University Hospitals, Case Medical Center, Director, Neurological Institute, Harvey Huntington Brown, Jr., Professor and Chair, Department of Neurological Surgery, 11100 Euclid Avenue, Cleveland, OH 44106. The National Institutes on Drug Abuse (NIDA), Division of Intramural Research in Baltimore, Maryland requires specialized skills, expertise, facilities and equipment to be able to do the very specific research needed. Four different studies will be performed to examine the neuroregenerative effects of amphetamine/CART. Three additional studies will be conducted to examine the neuroprotective effects of methamphetamine/CART. NIDA/IRP requires the expertise that only Dr. Warren Selman can provide for this research project. Dr. Selman has specialized skills in vascular neurosurgery and unique capabilities to examine cerebral ischemia. Dr. Selman has unique expertise in animal and human vascular neurosurgery and is adept at generating the various models for global and focal brain ischemia in rats and mice. The models Dr. Selman will use can easily translate to clinical practice which is an important part of our overall research goal. With the specialized skills and capabilities that Dr. Selman possess, the results obtained will be consistent with the NIDA/IRP portions of this program The acquisition is being conducted under simplified acquisition FAR 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this notice. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
