- Department of Veterans Affairs, Office of Construction and Facilities Management (CFM), Washington, DC is issuing this Sources Sought to identify potential small, bondable, and experienced businesses such as: (1) Service-Disabled Veteran Owned Small Businesses (SDVOSB): (2) Veteran Owned Small Businesses (VOSB); (3) 8(a) contractors, (4) HUBZone Small Businesses, (5) Women Owned Small Businesses (WOSB), (6) and/or Small Disadvantaged Businesses (SDB) that are capable of meeting this construction requirement. The construction need is relative to Project No. 818CM2030 entitled Massachusetts National Cemetery Phase 3 Development, located in Bourne, Massachusetts. This project expands and improves Massachusetts National Cemetery in Bourne, through the improvement of approximately 20 undisturbed acres and redevelopment of core structures. Work includes the early turn over of approximately 700 lf. of new road and a 2100 crypt burial section, installation of an additional 7,400 pre-placed concrete crypts, 4,500 niche columbarium, 1,000 in-ground cremain gravesites, 300 traditional gravesites, and 700 memorial wall sites. Also included in this development is; a contractor access road, a new committal shelter, demolition of the existing and construction of a new administration building complex and maintenance building complex, refurbishing of an existing equipment storage structure, an expanded road system, new parking, signage, site furnishings, fencing, irrigation, supporting utility development; and environmental mitigation practices that include the protection of a state listed species of special concern. The estimated cost range for this project is between $10,000,000 and $20,000,000. The applicable North American Industry Classification System (NAICS) is 237990 and the small business size standard is $33.5 Million. The award of a firm fixed-price construction contract is anticipated. Interested bondable small businesses having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this sources sought announcement. Responses must include the following information: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status; (3) Bonding capacity (from surety); and (4) Construction experience of similar projects in size, scope and dollar amount (minimum 3). You are required to E-mail your responses to the Contracting Officer (Gregory Sabater) at Gregory.M.Sabater@va.gov no later than 4:00 pm EDT on January 28, 2010, and in the subject line state Massachusetts National Cemetery and Company Name. Please note that this is not a request for proposal (RFP) and the government is only seeking information for market research purposes only. The government may or may not issue solicitation documents.
